What are the best bounce spells?

Personally, I like Recoil and Cyclonic Rift. What are you guys thinking. Let's try for one single target and one multi target.
Cryptic Command, but that might not count cause it does a lot of other stuff. Hurkyl's Recall is good for sideboard. But you named one of my favorites which is Cyclonic Rift.

Vapor Snag is one of the best tempo spells ever printed, made even stronger with Snapcaster Mage's existence. "Bounce your thing, take 1, my turn, bounce your thing with Snapcaster, take 1, my turn and attack with Snapcaster."

I mean, the best "bounce" spell is probably Upheaval. It single-handedly wins games.

i ran a bunch in my Sen Triplets edh deck. Boomerang, Snap, Unsummon, Vapor Snag, Voyage's End, Crystal Shard, Whelming Wave, Cyclonic Rift, Vacuumelt, Disperse, Dramatic Rescue, Eye of Nowhere, Into the Roil, Remand, Rushing River, Void Snare, Wipe Away, etc.
obviously it's overkill, but with Sen Triplets you can play spells from opponent's hands so i wanted their stuff to be bounced constantly. bounce something on their turn, then play it on mine! honestly the coolest was Snap with Isochron Scepter

It's probably safe to say that Boomerang sets the bar that all bounce spells are judged by.

There've been some great options given. This is awesome.
So...here's the deal.
I'm trying to make a bad card good. Warped Devotion seems like it could make for an annoying shell to play against but I exist in a primarily multiplayer environment.

It's pretty shit for what you're planning on doing. Given that you need a bunch of bounce spells in your deck in addition to having a set of Warped Devotion, it makes no sense to run a creature you'd generally use to sac something else. Yes, it can kill itself, but you'd rather keep the 3/3 body if you can. That means you're essentially going to want to put in more creatures to add options on what you're going to exploit. Now you're diluting the deck.

You'd have to build around it being the primary bounce spell and I don't think that's a good idea. Just spitballing here...

For EDH, maybe Karakas? With the Warped Devotion not so much a combo piece as just adding insult to injury.
Found a couple more non-blue options, just in case anyone cares: Gone and Witch Hunter. Plus my nomination for Janky Card of the Day: Hallowed Ground

Cryptic Command for obvious reasons and Wash Out can be pretty powerful also.
