Brainstorm is not legal in modern. The only decent dig spells legal in modern are Serum Visions and Gitaxian Probe .
Cards to think about adding: Rift Bolt ; Lava Spike ; Electrolyze ; Rune Snag ; Remand ; Dissolve ; Vapor Snag .
Cards to think about cutting: Lightning Strike ; Goblin Electromancer (he's kind of fragile and doesn't do much); Cone of Flame ; maybe cut Magma Jet , but it can be useful.
Also, two cards that could really help with finding what you need and making Spellheart Chimera huge are Faithless Looting and Izzet Charm . Cool stuff, +1.

I have my own izzet deck and I went a Delver of Secrets Flip route with it but I did do a Guttersnipe version that was very cheap to make and it constantly was trying to pull cards out of it. I would recommend Augur of Bolas because he will be a good heavy blocker that supplies you with spells to trigger Guttersnipe . Also can consider having Young Pyromancer in the deck so your spells are both producing burn and tokens. Another thing I would try to make sure your constantly getting te right mana and would see cards like Sulfur Falls your going to need mana fix. I have been working on a modern Guttersnipe deck myself. It's taken a lot of tweaking from its original idea (I relied too heavily on Goblin Electromancer and overload spells). Recently decided to run Wee Dragonauts . I know they don't stay as big as the Spellheart Chimera can potentially get, but if the deck is running fast enough they can get huge and punch fast by turn 4.
Definitely look into running Remand Electrolyze and Gitaxian Probe to add to your draw.
I was running Cackling Counterpart before too. It's not bad to get extra creatures but maybe only 2x. I found it rare that I ever played more than 1 and even more rare to Flashback any of them, especially without Electromancers. If you can get your hands on Snapcaster Mage a playset of him makes any instant/sorcery deck better, but would cut into your Chimera's power (another reason I chose the dragonauts).

I'm not sure if it's a good idea but maybe add a Pyromancer's Ascension unless like you don't want one, it's your call.
