I think that your secondary Commander “Background” would best be Dragon Cultist. As for the rest of the deck, it really comes down to your budget to be honest. EDH comes down to synergy. Gamble is a great card, but most people are too weak to consider it.

When I am goofing off with a build, I use a website called EDHREC. Here is the LINK to the site already set with suggestions using Livaan, Cultist of Tiamat and Dragon Cultist as your dual Commanders. The key to Commander is being able to have a balance of mana ramp and removal mixed in.
Also, a lot of EDH is big on comboing out to win the game instantly. Here is a EDHREC LINK to combos that would synergize well in Red for your suggested Commanders.

Ganax's "Choose a Background" ability means you can choose a card with the type "Background" as a second commander.

I don't know if you like this kinda thing, or if you would rather just keep the background you have, but I think Dragon Cultist would be a good background to use.

One take on Sisay I've seen a few times on here is having her be a Background voltron commander. It's kind of like a shrine deck but with backgrounds instead.

The deck is a Dragon tribal etb/blink deck, so no plan to recure spell consistently. Renari, Merchant of Marvels and Dragon Cultist are my commander and background.

I have a Dragon tribal deck that has Renari, Merchant of Marvels and Dragon Cultist as my commander and background. I recently played a few games with it and once I had 2 dragons they became a target. I know this is what comes with big creatures. So my question is what are some way to protect them? The deck theme is around casting dragons at instant speed and blinking them for extra value. I can see the blinking as somewhat of Protection. But so fat I have; Deadeye Navigator, Displacer Kitten, Essence Flux, Ghostly Flicker, March of Swirling Mist, Planar Incision, Teferi's Time Twist, Vanishing, Vodalian Illusionist. Let no if I am missing something in the blink category or if there are other forms of protect I can use. Here is a link to my decklist.

Imposing Grandeur should count Dragon Cultist. Drawing up to five for five mana seems fine.

I am looking to improve my card draw for my flash/Flicker Dragon deck using Renari, Merchant of Marvels and Dragon Cultist I feel like I have a good amount of ramp but I struggle with consistent card draw. The only ones that I have that can really help that I have so far are Icon of Ancestry Iymrith, Desert Doom Kindred Discovery Loch Dragon Rhystic Study Vanquisher's Banner If there are more cards that can help with some good card draw I am love the suggestions.
