Cool deck! Personally I would make these swaps:

Messenger Jays -> Academy Manufactor
Lieutenants of the Guard -> Coalition Flag (fun to put on Tivit since he has Ward 3)
Venser's Journal -> Auton Soldier (can copy Tivit!)
Winged Words -> Battle Mastery (double strike on Tivit to double his effect)

I do agree that I need to add some interaction. I think I will try to lower the amount of mana artifacts to increase the amount of interaction! I also think that Ballot Broker and Brago's Representative might actually be interesting cards to use, and a couple of extra creatures most likely won't hurt! Erdwal Illuminator, also looks interesting, and in a similar fashion I have been considering cards like thorough investigation and search the premises, especially as they synergize nicely with Academy Manufactor and similar cards.

Finally I do agree that Time Sieve and Deadeye Navigator are amazing cards in the deck, sadly my normal playgroup hate these type of infinite/win the game combos, so I decided to keep them in the maybe for now!

I will definitely try to test around with the other cards you mentioned, so thank you very much for the feedback!

Amazing deck! I only saw Tivit for the voting ability but you have made him so much more. I did notice you were a bit low on interaction, maybe you need to add some cards like Cyclonic Rift or Counterspell. Maybe Ballot Broker and Brago's Representative for additional artifacts or Grudge Keeper and Illusion of Choice to force the votes a single way. If your playgroup is ok with going infinite then I recommend putting in Time Sieve because it goes infinite with Tivit as long as you consistently flicker him back and fourth each turn and Deadeye Navigator because it also goes infinite with Tivit. Erdwal Illuminator is great because you will always get another clue if at least one person votes for evidence. More synergistic interaction may be something like Split Decision because you can all commonly agree to counter the bog bad spell or you could attempt to sway the vote and get the big bad spell allowing for more flexibility that the amazingly well-known Counterspell.

Love the theme you have going on here, and how well you are able to develop a curve given your restrictions.

Expropriate and Capital Punishment seem like very strong inclusions in this deck, especially if you manage to have Ballot Broker/Brago's Representative out when you play them. I feel Blind Obedience might fit the "advisors" theme, as well as promote your pillowfort strategy. Throne of the High City seems like an auto-include if you are planning to play the monarch mechanic.

Lastly, have you considered running Conjurer's Closet? You have 11 creatures with an ETB trigger, but your commander is what really makes it worth running. If you blink a creature that Merieke took control of with the closet, then the creature will come back into play under your control, but will no longer be under the effect of Merieke, freeing up her ability to take control of something else. Alternatively, you could blink Merieke to destroy the creature. Definitely feel it's worth some consideration.

Overall, a fun-looking deck! +1

In my humble opinion, you do not have enough cards that deal with voting in order to justify Ballot Broker, Brago's Representative, or Grudge Keeper. Correct me if I'm wrong, but you only have six cards that even start a vote. If you want a voting-focused deck for political reasons, I would suggest adding some more voting cards in there. Also, board wipes, if used correctly, can be very political. And your commander grants you the card draw that would allow you to keep drawing them and replenishing your board state after a wipe.

While this may not be a typical "defensive card", might I also recommend Warstorm Surge? With the sheer number of creatures you have, this would be a good thing to include. But on top of that, the wording on Warstorm Surge allows your tokens from your commander to kill a creature at your upkeep if you lose the crown.

Yeah, you don't have much to work with. You add could add Grudge Keeper. Might be interesting with Tyrant's Choice. You vote death, they vote torture. Torture wins because tied, but then they lose 6 life instead of 4. Of course, if you have lots of voting creatures out (which it looks like you will), then you're going to force the vote to go one way and they'll join you to avoid losing life, which kinda defeats the purpose of Grudge Keeper. Bite of the Black Rose is a bit too expensive to probably make it worth it. Maybe just more Lieutenants of the Guard? With how many votes you're going to get with multiple copies of Brago's Representative and Ballot Broker out, you can make the lieutenants huge or produce a ton of tokens or both.

Fun idea!

I didn't ask any question about spell resolution. You're mistaking me for the OP. Also, I am knowledgeable on the stack and how it works. (Blue is my favorite color after all. ;p ).

On a side note, Panglacial Wurm has no triggered ability. Triggered abilities are begun with "when/whenever/at" not while. As stated in this ruling:

603.1. Triggered abilities have a trigger condition and an effect. They are written as [Trigger condition], [effect], and begin with the word when, whenever, or at. They can also be expressed as [When/Whenever/At] [trigger event], [effect].

Panglacial Wurm has something called a static continuous ability. Brago's Representative has a similar ability which would not trigger every time you vote on something, it just happens.

604.1. Static abilities do something all the time rather than being activated or triggered. They are written as statements, and theyre simply true.

604.2. Static abilities create continuous effects, some of which are prevention effects or replacement effects. These effects are active as long as the permanent with the ability remains on the battlefield and has the ability, or as long as the object with the ability remains in the appropriate zone, as described in rule 112.6.

112.6d An object's ability that restricts or modifies how that particular object can be played or cast functions in any zone from which it could be played or cast.

GottaBeThatGuy, no argument over here, at least where I'm standing. I'm just having a discussion on the stack and possible outcomes. :)
