Hello. I am attempting to build a Surrak Dragonclaw EDH deck, and I am looking for card suggestions. However, as I have spent most of my money and half of my trades on cards for a Teysa, Envoy of Ghosts deck, I am looking for options that are not quite so expensive (<$5 or so). Note: I am welcome to other commander suggestions. Also, I am considering removing blue to make Ruric Thar, the Unbowed my commander. One last question, What are EDH staples in BUG? I have mana dorks, but what about tutors and board-wipes?

The EDH Tutors are somewhat expensive, money wise. You can get away with cheaper versions, at a loss of effectiveness, such as Planar Portal, Diabolic Tutor, and other such cards. Board wipes you can get somewhat cheap, like Crux of Fate, Cyclonic Rift (Not necessarily a board wipe, but it removes all your opponents creatures if overloaded), and even the overlooked Torrent Elemental, which doesn't remove them but does tap them down when you attack with it.

Just some thoughts.

Crap, I screwed that up. Asked for BUG staples, meant RUG staples. Hard to put black cards in a Surrak Dragonclaw EDH

Well, instead of Diabolic Tutor, you almost have to go with artifact tutoring now, because black is the color for that. You can go with Dig Through Time, Anticipate, and the like from blue, and for board wipes I would look at Mizzium Mortars or the afore-mentioned Cyclonic Rift. Board wipes are almost exclusively done in Black and White (White mostly).

Look up a Maelstrom Wanderer deck. Most of em are all just the best cards in those colors and they try and get value off of em. Take ideas from that.

I'd probably keep blue to help with card drawing, which can be a bit expensive otherwise. I'd start with some of the staples, Cultivate or Kodama's Reach, Explosive Vegetation, Eternal Witness and Beast Within are in just about every green deck ever. Chord of Calling is only about 5 bucks atm too so that could be a tutor for you. Mwonvuli Beast Tracker depending on your creatures. Sol Ring walks into just about all edh decks, as does Command Tower. For a decent artefact/enchantment boardwipe, look at Bane of Progress. Shatterstorm and Creeping Corrosion take care of artifacts, and Back to Nature can sort out enchantments. I'd consider not worrying too much about being able to wipe opponents' creatures and back yourself in to win the creature battle based on the power of your creatures. You could use Ulvenwald Tracker to spot kill, and Cyclonic Rift and Mizzium Mortars are boss. Bonfire of the Damned is a ripper too. If you're going the mana ramp angle I like Creeping Renaissance, I've used it a few times to spring back from a boardwipe and wreck someone's face because they have no blockers. Blasphemous Act is an obvious one. Fabricate is a decent artifact tutor, should you need it. Worldly Tutor is a serviceable tutor as well.
