attempt #2 at optimizing a mill strategy this time trying to use as many instants and sorceries as possible to try and mill as fast as possible.

I'm trying to keep most of the cards fairly cheap to make the deck move as quickly as possible, the more expensive cards are in the sideboard.

since there's not enough distinct types of instant/sorcery mill cards, I'm including cheap drawing cards to help me get more cards in hand to play as filler to fill out the deck.
