I got a challenge to make a deck using only mythic rare cards for $10. For those keeping track at home, assuming 40 basic lands at no cost, that's less than $0.17 per card, using only mythic rare cards. I, um, failed. So with a looser budget of $20, I present this deck.

I'm choosing to interpret the "mythic rare only" requirement as "at least one non-premium print at mythic rare". So Grim Flayer and Roon of the Hidden Realm make it in, but Char and Duplicant don't.

It's got a few key flaws. The card selection below 3 mana is very shallow, and this is made worse by a near-total lack of ramp and mana fixing. I'm stacking up the basic lands--aside from additional budget savings, the deck starts running at 4 mana, so hitting the land drops is critical.

But it does have a few key strengths. Once you get up to five mana, the deck has multiple ways to cheat out creatures, like Arthur, Marigold Knight, Durnan of the Yawning Portal, and Lazav, the Multifarious. It can attack from different angles and has a strong selection of removal.

The pricing guide here seems to be overestimating cards like Preston Garvey, Minuteman by quite a bit--the deck is legitimately purchasable for less than $20 if you shop around.
