Harabaz Druid is pretty weak in a deck where Thalia's Lieutenant actually helps pump everything out more, get it now before it goes up. Name Human on Metallic Mimic gives the same effect and makes it better then also, when Thalia's Lt. is added.
Otherwise, add AEther Vial to your list of "do not suggest" cards, but you really could use it. One thing some people were trying was Savage Summoning split with Scout's Warning, instead of Aether Vial.

Harabaz Druid is definitely not weak. With him I am able to cast my whole hand on turn 3, so she speeds up the game like nothing else. I was thinking about Thalia's Lieutenant or Anafenza, Kin-Tree Spirit for o long time but since they are not allies so they can not trigger Kabira Evangel I do not play them.
I was testing Banishing Light but it proved to be too slow so I go back to Scout's Warning which you are suggesting. I added AEther Vial between cards which should not be suggested, thanks for pointing out.

If you're going for the +1/+1 counters theme Inspiring Call is pretty important at least in the sideboard

Gideon, Ally of Zendikar is not a budget card. You can see in description that I do not include cards which cost more than 5 $. Oath of Gideon is not worth it because I do not play any planeswalker.
Inspiring Call is a nice card but because I must play in every first main phase a creature card so the other allies could benefit from trigger before combat phase I do not have free mana for casting this instant. That is why i play Return to the Ranks which can bring dead allies from graveyard back to play.

I would suggest Natural State over Fragmentize. Instant speed is always better.Also I would suggest an Abzan Falconer or two for some added evasion.

Natural State is not able to destroy Worship so Fragmentize is much better choice.
Abzan Falconer is decent card but I want to trigger my allies every turn so I must play only ally creatures.

How about Naturalize instead of Fragmentize?

@ehuez I would consider maybe cutting a Talus Paladin or two as they can be clunky if you don't hit a Harabaz Druid as you only have 20 lands. I would then consider adding Return to the Ranks, Mirror Entity (a favorite of mine), Metallic Mimic, or maybe Condemn as a budget Path to Exile. Captain's Claws might also be the correct call. I have also had success with Mentor of the Meek, but I don't think that it's the correct card for this deck.

Redace878 I do not want to splash red because I think that you can not play 3 colours budget deck because of its expensive mana base... If I had played naya I would not have played cards which you recommend but as TheDuggernaught said I would play Akoum Battlesinger, Firemantle Mage, and Reckless Bushwhacker.
Argeaux I play Fragmentize mainly because some players have Torpor Orb in their sideboard which can shut down my deck. Fragmentize can get rid of it without problems and it is more mana efficient than Naturalize. On the other hand you are right that it is not limited like Fragmentize. I will think about and I might use it in the future.
TheDuggernaught You are absolutely right. I should cut 2x Talus Paladin. I will definitely buy Metallic Mimic. This card suits my deck much more together with Hardened Scales. I have not done it yet because I do not have much time to play magic these days beacuse I write my bachelors thesis :D I have tried Mirror Entity and Captain's Claws already. They did not prove to be good. Mirror Entity is good only if you have strong board position mainly with Harabaz Druid. Captain's Claws is a slow card in my opinion on the other hand you are right that it could be good in some situations.

I did not find Metallic Mimic very useful. I go back to Mirror Entity as a finisher boosted by Harabaz Druid.

Yeah,Mimic is not a bad card... but it really has to be on the board early to benefit theme decks. if drawn late it is a fairly mediocre 2 drop. Since allies already spin up so fast due to their own abilities you are better of throwing in more "ally" cards because they can bring other useful skills. I also always liked the synergy of Mirror Entity with this kind of deck.

Very nice, my Ally deck looks very similar! But please consider using Ghostway . It has won me countless games, gave me incredible amounts of life, placed way too much +1/+1 counters on my creatures.. etc. since all of them enter the battlefield simoulatiously, every ally triggers for every ally. (If you for example have only 3 ondu clerics and nothing else on the battlefield, that's already 27 life). Also, things like Oblivion Ring work very well here :-)
Also I can really recommend to splash blue for Sea Gate Loremaster and Jwari Shapeshifter , they speed things up a LOT in midgame.

Kazimiri In most situations, Eerie Interlude is better than Ghostway, especially when dealing with +1/+1 counters. People always seem to forget about that card.

I like to see ally decks staying in two colors. Makes them a lot more user friendly for new players. Allies is a deck I recommend to new players often as they are easy to learn but can be hard to master in competitive situation. I really like this list here.
