Major update!
The deck has been running well when I draw the right cards, but stalls out or is clunky when I don't draw good cards. I think the best starting point to smooth the deck out is by reducing the amount of counterspells to open up room for smoother mana (in the form of mana rocks), spells that asymmetrically counteract something but benefit me, and some stronger walls that - although will cost more - will have better payoffs. That all being said, here's the ins/outs.
Out: An Offer You Can't Refuse... Wall of Vines... Stoneskin... Wall of Resistance... Treefolk Umbra... Mana Leak... Bane's Contingency... Wall of Stolen Identity... Vedalken Orrery... Wall of Ice... Render Silent
In: Heroic Intervention... Fog Bank... Snake Umbra... Wingmantle Chaplain... Brave the Sands... Talisman of Curiosity... Talisman of Unity... Talisman of Progress... Wall of Nets... Eerie Interlude... Champion's Helm
A lot of card swaps which we'll test out. Some may get reversed back in. That's the fun of developing a deck over time!

Many games I find myself interacting with counter spells too often and its very taxing on my resources, so I removed 1 counter spell and replaced it with Heroic Intervention to allow a board wipe to happen, but not to me. I also like the Umbras a lot for protecting Arcades, and want to try Snake Umbra for that protection plus card draw. Lastly, I'd like to try Fog Bank and Wingmantle Chaplain so I added them.

@ amarthaler Thank you for the compliment and checking out my list. I took a look at your list it also looks like a lot of fun.
I recently built the deck so I haven't done much playtesting yet. I am not sure what cards I need to cut to add other cards so all suggestions are welcome.
I like Robe of Stars, Treefolk Umbra, and Stoneskin. I'll try and work them in at some point.
Glaring Spotlight strikes me as a worse Akroma's Will but I might give it a go. I wish Fortified Area was errata to say defender and not just wall. Concerted Effort is too group hug for my tastes.

Great build! Here's some of my personal favorites in my Wall Tribal deck:
Highly recommend Robe of Stars and/or Treefolk Umbra to keep Arcades safe from wipes.
Stoneskin is a sneaky punisher, as well as Glaring Spotlight for a fun finisher!
Fortified Area is just plain fun as is Concerted Effort.

Not an equipment but Stoneskin immediately came to mind.

Nice build! I love wall tribal, and with Bant colors there's a ton of possibilities. One major downside to wall tribal is, as you mentioned in your description, the fact that they need to be able to deal damage as well. I recommend running more than two cards in your 99 which allow you to assign damage equal to a defender's toughness. The reason I say this is in most playgroups, you'll run into folks waiting to cast removal on your enchantments (or Arcades himself). That being said, run a lot of counter spells or flicker!
Here's a small sample of cards that I especially like in my wall deck:
Rolling Stones or Huatli, the Sun's Heart for an additional two defender enhancements. Glaring Spotlight or Ghostway for protection. Wave of Reckoning might be less niche than Slaughter the Strong, but both are nice cards. Tetsuko Umezawa, Fugitive and Stoneskin are always a fun combo.
Please stop by my build as well as provide some feedback as well! https://tappedout.net/mtg-decks/12-06-22-edh-arcades-the-strategist/
Thanks for sharing your deck

First, thank you for reminding me about Stoneskin, I thought I had included that but I actually forgot!
Thanks a ton for all the suggestions I made pretty much every cut you recommended. I have a couple questions I wanted your opinion on:
First what do you think about the vanilla creatures I have? Grizzled Leotau is for 5 power and Looming Altisaur is for 7 power. I'm inclined the cut those because they don't have any text but I'm curious what you think.
Next, Bar the Door and Solidarity are a little expensive but in a combat with Rasaad's second ability active and, let's say, 4 creatures out, that's between 32 and 40 extra power for 4 mana or less. What do you think? But I definitely took out all the single target pump.
Thanks for all of your suggestions, also, the other guy below your comment said I should take out all the ramp, what's your opinion on that?
