May 3, 2024 I started a new quest. Having built 52 decks, I endeavoured to play them all, in roughly the same order as I created them.

For all Intet's Purposes, Dreaming Dragons won. 13-11. Great game, actually. Jesse exiled all creatures the turn before I was planning to kick a Rite of Replication on Scourge of Valkas. That would have been over 200 damage. Some few turns later facing Jesse's constant Oblivion Ring removal effects, I still won via Temur Ascendancy and Utvara Hellkite. Earthquake Dragon--I cast for 1 lol. Emrakul, the Promised End came out with haste via Selvala's Stampede. It was a relentless Thunder of dragons!!!

I would recommend a higher land count, and perhaps a few more cheap ramp cards. Opening hands being reliable makes the deck a lot more fun. Also just my style, but white has a ton of cards that exile target non land permanent which can target things not cast, or cast when you are not ready unlike counterspells. like Oblivion Ring. I never see people use removal to get back permanents.
I like the heavy blink theme though, you build more budget in this deck which I appreciate. Intrepid Hero is a great reusable removal, same with Steel Hellkite. Mother of Runes is a budget staple, and Mirror Entity is a finisher for any combat deck with white.

Well, in that case there are some card suggestions!
Firstly, there is an esoteric combo involving Oblivion Ring effects that can happen. - Oblivion ring enters and it's effect goes on the stack - You bounce or temporarily exile oblivion ring - Oblivion rings leave the battlefield effect goes on the stack - The leave effect now resolves first, permanently exiling the original target when that resolves. As part of a combo you can use this exile all non-land cards of your opponents, though it will require a trigger doubler. Or you can just use it with any other instant blink for extra control.
Delney, Streetwise Lookout is another trigger doubler, though it has a limited pool of things it can target, though this may not be a problem for a lot of effects.
A lot of your combo's give you tremendous power in life and card draw, but don't lead to you immediately winning the game. Altar of the Brood can function as an alternate win condition for your combos.
Cosmic Intervention can not only set up your combo, but can also help you dodge board wipes.
Angel of Serenity is expensive, but can be devastating to your opponents boards as well as get creatures back from your graveyard.
Also, are you sure 23 Land is enough? People normally run 30-40 as it means over the first 3 turns they will on average get 3-4 land. If you feel that leaves you drawing too much land in the late game, that's what fetch land are for, as every time you use one you are removing an extra land from your deck. Also they work quite nicely with Sun Titan as he can return them and give you an extra land each turn.

I'm not sure it's intended, but one of the largest problems with blink decks is that they naturally synergise into infinite combos. If that's what you're going for, then cool, but there is that split between groups who like it and groups that don't.
Any two sources of enter battlefield blink (Felidar Guardian, etc.) sets it off. The instant you put one down, you can target the other and you now have infinite creatures entering the battlefield.
The same thing can happen if you have three sources of enter battlefield temporary exile (Oblivion Ring, Abdel Adrian, Gorion's Ward, etc.). You just create a loop where they exile each other in turn for infinite creatures entering the battlefield.
This can also lead to a bunch of super weird interactions, but as with most infinite combos you've already won the game anyway (unless you deck yourself with Candlekeep Sage).

The wording "state-based effect" was changed to "state-based action" in 2009 with the M10 rules change at the same time that mana burn and damage on the stack were removed. It looks like Rhadamanthus has answered the question but I would like to provide rules references and some clarification on the intricacies of why this interaction works like it does.
CR 704.6d is optional to move the commander to the command zone. The SBA will only applied once each time a commander changes zones though since it says "that object was put into that zone since the last time state-based actions were checked". Since the commander goes to exile or the graveyard first if the effect that killed/exiled it tracks the card through a zone change (like Oblivion Ring or Champion does) it will see it in the graveyard/exile. If it then changes zones into the command zone the effect will lose track of it and not be able to act upon it. If you leave it in the graveyard/exile the effect will still be able to act upon it.
704.6. Some variant games include additional state-based actions that aren’t normally applicable:
704.6d In a Commander game, if a commander is in a graveyard or in exile and that object was put into that zone since the last time state-based actions were checked, its owner may put it into the command zone. See rule 903, “Commander.”

Worldfire + Oblivion Ring exiling either Barren Glory or Near-Death Experience is a combo I've always wanted to put in a deck, but any red damage enchantment like Sulfuric Vortex works as well.
