Any cards that are Commander legal that will let me tutor for an enchantment in Green and Blue?

but seriously,
Archmage Ascension , Distant Memories , Dizzy Spell (or other cards with transmute that have the same cmc as the enchantment you need), Gifts Ungiven , Intuition , Jace, Architect of Thought , Library of Lat-Nam , Long-Term Plans ...
i made it through 5 pages of gatherer results before getting bored. blue has lots. use gatherer.wizards.com, use the advanced search.

Gifts Ungiven
is banned in commander.
Planar Portal
is pretty expensive, but will do the trick. I also have say that from experience, Archmage Ascension
is REALLY hard to get off the ground.

It looks like my best options are 3 cmc transmute spells. I wonder if there are any out there that are useful to play as well.

Drift of Phantasms and Muddle the Mixture are both playable. I also like Perplex but that's a different color scheme. You'll virtually always transmute Phantasms but the others have use as spells.

Looks like Ohnoeszz found the best two cards if you are only looking for Intruder Alarm . Both of the transmute costs are perfect for it.

Oppinions on Ring of Three Wishes . Is it worth running in EDH? It seems like a really expensive way to get what you need, but it does get the job done albeit slowly.

Green/Blue is really good at card draw. Try going that route and you'll draw into the cards you need. Look into creatures that draw you cards like Consecrated Sphinx or the Innistrad creature that draws you cards when creatures ETB (sorry, on my phone and cannot remember the card name for the life of me).

Soul of the Harvest . Garruk's Packleader and Regal Force are also good if you want to draw. Garruk, Primal Hunter can be strong too.

Ring of Three Wishes is too slow for practical purposes. If you were running a deck with explosive ramp, and plenty of extra mana, I can see it being decent. It is still sub optimal though.

Muddle the Mixture has a transmute cost of 3, but it only transmutes for spells with cmc 2.
Drift of Phantasms is the only u or g transmuter for Intruder Alarm .

I don't like the Drift enough to play it for my deck. I think the route of draw into what I need is the best way to go. If in draw Intruder Alarm Momir will tutor for for Imperious Perfect . If I draw Mind Over Matter Momir will tutor for Azami, Lady of Scrolls .

Draw/creatures spells are really powerful in simic because there is a lot of good synergy.
Lorescale Coatl , Fathom Mage , Chasm Skulker , Horizon Chimera , Garruk's Packleader , Primordial Sage , Soul of the Harvest

The only one that I can immediately remember is Incoming! , and that isn't commander legal.
As for artifacts, Ring of Three Wishes and Planar Portal might do the trick.
