Trying to make a budget version of UW control for modern. I have been looking at various lists of UW control to find out the aspects for this archetype and then searching for budget versions for the cards. Since it's meant to be budget the obvious cards, such as Snapcaster Mage and Cryptic Command, are not an option.

Now I am asking for your expertise to optimize the decklist and the thickness of my wallet at the same time.
