I had built Tropical Merfolks after the release of Ixalan and Rivals of Ixalan, but I decided to move to mono-blue Fish after the unban of Bloodbraid Elf, since decks are moving away from Fatal Push and back to Lightning Bolt, which makes Master of Waves better. The list is mostly based on rothgar13's list
