Seems like Penance and Hidden Retreat might be interesting includes here. Would allow you to manipulate your top-decking of the right enchantment and stop a threat at the same time.

Your removal / protection seems pretty light. Propaganda or Ghostly Prison would slow your opponents(s). Maybe include a few counterspells? Louisoix's Sacrifice or Disallow would stop both spells and abilities like Bane of Progress.

What about some recursion if your enchantments get destroyed? There's Replenish but it's pricey or Resurgent Belief. Or Open the Vaults which gets your artifacts too.

Timesifter is hilarious. use to have a twoheaded giant LGS and my brother had a deck where it would get Timesifter out and have me as his teamate using a deck with no lands and every possible 10+ mana card

i was gunna recommend Hidden Retreat but youd have to have a valid target. Scroll Rack is just the best option, making it more likely to get scroll rack is a good idea. glad to see someone else other then me uses Endless Horizons. Tenuous Truce is good cheap draw and will instantly make one player of the game your friend, either give it to the most combat focused deck to avoid their wrath or give it to the player thats struggling, same thing applies with Loran of the Third Path but with an added bonus of removal. Bottled Cloister is good if your playgroup has a lot of handhate. if you want a good board wipe i cant imagine a better one then Out of Time, a little mean since it just makes everyones commander vanish forever until someone gets rid of out of it. other then that your deck is well put together and unique

Hidden Retreat and Penance would allow you to streamline your mana base and make the deck less clunky. Also Dust Bowl.

Harsh Mercy tribal destruction.

This deck desperately needs haste. I see your creatures are streamlined so no Anger but an artifact, enchantment and/or land seems crucial.

Hidden Retreat very niche but similar to the utility that Scroll Rack provides.

Boros Charm this is a permanent based strategy

Myrel, Shield of Argive > Grand abolisher

Moraug, Fury of Akoum > Combat Celebrant

Does Strionic Resonator dig 12 deep and cast 2? Even if it only digs 6 deep doubling the free crewture for 2 colorless seems like good value.

I enjoyed seeing Jiwari, the Earth Aflame. Some neat flavorful tech.

Hidden Retreat might be a card that fills this niche, assuming you would have an instant or sorcery to target. You should also be able to target it as many times as you want, putting any number of cards from your hand onto your library to make sure you could not be forced to draw and lose.

I'd recommend including more Top of Library Manipulation cards and cards that allow you to return Bombs you draw to the top of the library. You can consider some of these:

Conch Horn

Penance

Agonizing Memories
