Some thoughts:

as far as cards go, I think Ascendant Spirit, Boreal Druid, Jorn, God of Winter Flip, and Gaea's Blessing all seem really suboptimal. I’m also skeptical of Glacial Revelation because it’s effectively a turn where you’re doing nothing.

In place of the above cards, i’d suggest adding in a lot more interaction. Both Abominable Treefolk and Marit Lage's Slumber benefit from the game going longer, so i’d suggest leaning-into that. Stuff like Counterspell and Dead of Winter can help to disrupt your opponent more, while Coiling Oracle can help act as chump-fodder while drawing/ramping you more cards.

Big fan of snow decks here!
For a nice budget friendly option have you considered Gaea's Blessing? It has great synergy when put into the graveyard with Glacial Revelation, and has the bonus of stopping mill decks. Maybe cut x2 The Three Seasons, and x1 Marit Lage's Slumber for these.
For Non-Budget upgrades focus on the land base. Misty Rainforest, or Prismatic Vista.

Expedite felt needed (from FNM experience with an older Snow pile) to make Abominable Treefolk and Marit Lage token attack asap, since they're the win conditions. After KHM it's also nice to hit Jorn, God of Winter Flip with it.
Growth Spiral is just a bit of draw and ramp here (dropping snow basics is the safest way to stack snow permanents), it also feels nice coupled with Ice-Fang Coatl for feints, keeping things flexible. And yeah, I would have boarded 4 if the list needed more Lands.
As for Wall of Shards, yeah it looks janky, I just wanted to give it a try, with Glacial Revelation and stuff like that, any cheap snow permanent with out-of-the ordinary kit feels worth trying. In Modern and its short matches the upkeep effect might not be relevant, since we're trying to hit face with big creatures.
I was actually giving some thought to Lightning Bolt as a Modern staple too good not to use, it's just that the list is so cramped already, and I want to keep it flavorful.

I would board more Dead of Winter and Glacial Revelation, they're OP on a snow pile. Perhaps a couple more Into the North for the snow taplands?

The deck has multiple reasonable game plans:
-
Assemble the Dark Depths + Thespian's Stage combo quickly and steal the game.

Play a creature that scales up with the number of snow permanents, such as Abominable Treefolk, and win in two hits.

Grind long game with card advantage using cards like Scrying Sheets, Dead of Winter, Glacial Revelation or Blood on the Snow + Eternal Witness .

Lamplighter thanks for the tip, I definitely considered keeping it only two colors, but blue and green are essential for the deck and just keeping it those colors essentially makes it the original snow day deck. the reason I added black was mainly because of the fantastic removal that comes with Dead of Winter, its pretty much a three mana one sided board wipe, and additionally black offers cards like Rime Transfusion which makes the equipped creature essentially unblock-able, and Blizzard Specter which is just a good value card with its ability to bounce things, (it also just happens to pair nicely with Rime Transfusion by guaranteeing the fact that it deals damage to the player). So I see where cutting it down to two colors would make it more reliable mana wise, but with the Arcum's Astrolabe's and the Glacial Revelation's I just don't really see a mana screw happening, also by cutting out black I lose quite a few good cards, so I just feel that I get more overall value by keeping it at the three color
