Overall Explanation:

The deck is meant to be a hybrid between control and burn, it highly focus on Isochron Scepter and because of that all instant spells can be imprinted on it. The creatures are important as well, Delver of Secrets   at early stages, Grim Lavamancer when you have some cards at the graveyard, Young Pyromancer when you gonna use tons of spells, that will happen all the time, and Keranos, God of Storms is some sort of late game creature, this way you don't get behind.

Talking about the instant/sorcery choice, I like to separate my spells in three categories: control, burn and utility. With that said, the main control of the deck is Mana Leak, a standard and powerful counter, then you have the secondary counters, Negate and Izzet Charm (that is also a burn and utility choice) and finally you have a creature control, Turn (Turn / Burn). For burn you have Lightning Bolt as main, Burn (Turn / Burn) and Izzet Charm as I previously commented, not considering the promising Grim Lavamancer. And last, for utility you have Serum Visions to accelerate your game and Gitaxian Probe.

Since this deck has its focus at Isochron Scepter, you need to start developing your game really soon casting the Scepter and casting creatures and that is why you need to know what your opponent can do, with Gitaxian Probe you can see your opponents hand and decides if you need to save mana to control or spend it to develop your game, it's a huge advantage to know that.

Taking advantage of the Scepter's rules is also a must and that is why the Research/Development choice, using it at the scepter can provide a 5 mana instant spell (Development) into a 2 mana instant spell that can draw you 3 cards or summon 3 strong elemental, it's up to your opponent, but either way, you get the value.

Sideboard Explanation:

The sideboard wasn't only mentioned to increase the winning rate of the deck against some sort of decks, it is also a mind game against your opponent. First you have cards that can increase your winning rate, like Shattering Spree or Hibernation , but you need to think deeper then that. Your opponent will analyse your game, he will know about the Scepter when playing the first game and some times you need to be drastic, Isochron Scepter is a weak card, 2 cost and an artifact, easily destroyed by any sideboard and that is why you need to play with your opponents mind, reducing the numbers of Scepters in the deck, or even removing them all, that is why the sideboard has extra burn and control.
