I made a small tweak based on further feedback. I added 3x Sphinx's Revelation and 3x Azorius Charm. The plan now is to delay, delay, delay until I can hit them with my beatsticks. My only qualm is the manlands. I'm not sure if they have a place in there or not.

In the absence of Cryptic Command, consider Logic Knot as a catch all counterspell. With regard to card draw, is Sphinx's Revelation too far off budget? If not, then you can do away with even needing Snapcaster Mage, and instead win by chaining Elixir of Immortality into Sphinx's Revelation. Consider also Shadow of Doubt as another cheap cantrip - it helps against Expedition Map, Chord of Calling, Scapeshift, Sanctum of Ugin, and turns Ghost Quarter into Strip Mine. Most importantly, though, sniping an opposing fetchland early is game-ending.

Think Twice and Shadow of Doubt do fit this list better than Serum Visions, either providing card advantage or allowing you to keep up countermagic. Consider Elspeth, Sun's Champion over Narset Transcendent as a better win condition that dominates the board and has a built in wrath effect.

Funny you mention those cards because I'm thinking about adding then. Spell Snare is kind of meh, I don't hit it often enough to make a difference. Logic Knot replaces that.

I like the idea of chaining Sphinx's Revelation into the Elixir. It seems like a great way to make the game a complete pain in the... you know.

As for Narset, I'm on the fence with her. I already cut one, and I might SB the other. I'm also thinking about dropping the walls altogether in favor of more draw. I can never keep them on the board long enough and I can Think Twice or even Thrice for the same cost. What I think I'll do is swap in a couple more Think Twice and Elspeth.

This is the godfather of all UW control lists. Sure, it was Standard, but it has a style, a concept, and a power level that can easily be translated to Modern. He often didn't actually have to win the game - his opponents scooped after the second Rev for 13 into Elixir.

I'm also constructing my own U/W Control deck for Vegas.

I'm still amazed as to why people play Think Twice over Anticipate. It's just an inferior card. And don't go on about the flashback. It's not better.

Azorius Charm needs to find a slot here too. It's a multitool that is very strong.

Love the inclusion of AEtherling. Trust me. No one sees it coming. And if played correctly, it's virtually unstoppable.

rjphilla comparing Think Twice to Anticipate is comparing apples to oranges. They are not both card draw spells. Think Twice is a card draw spell. Anticipate is a card selection spell. Anticipate, Telling Time, Serum Visions are all better in decks that want specific cards, where Think Twice is best in a deck that doesn't care about which cards in particular it has, as long as it just has MORE cards. Think Twice will give one card advantage, because of the flashback (i.e., you will spend one card from hand, but get back two), whereas Anticipate will never put you up a card, but it will dig you deeper to find something specific. Both are good cards, and have a home; you need to see what the deck wants to do in order to decide between the two. Generally speaking, control decks care about card advantage more than selection, since any number of different cards can provide answers to a particular situation so you don't need to go through your library for one specific piece, whereas decks with Delver of Secrets  Flip and combo decks care more about specific cards to set up a win.

A further point of note about Think Twice: it is very good against Liliana of the Veil. Against her plus, the opponent will discard an actual card, while you discard Think Twice, meaning you haven't lost a card since the flashback will draw you one anyway, allowing you to gain advantage over the opponent. No card selection spell has the same property, because this is an interaction specific to Liliana and flashback cards.

The more that I play this (goldfishing for the most part) the more that I'm convinced that it's the sort of deck that wants more cards instead of specific cards. I tried to keep my hand as full as possible when I built it and that hasn't changed with revisions. Basically I just keep them busy until I can drop an AEtherling with one island free. Everything else is a delay tactic (if I'm honest, Gideon wins a lot).

@rjphillia I'm seriously thinking about swapping in Azorius Charm for Mana Leak. What do you think?

Wall might be better to replace with Charm than Mana Leak. Counterspells are good.

Also, have you considered Censor?
