Well with the addition of the card draw effects I decided to run this at FNM again and had much better results.
Round 1: Faced 'Splinter Twin'
Game 1: I got controlled with Remands and Cryptic Command and burned out with Lightning Bolts and Kolaghan's Command. My opponent also had Tasigur, the Golden Fang, Pestermite and Deceiver Exarch swinging.
Game 2: Turn 4 Pestermite + Splinter Twin took me down.
Round 2: Faced off against G/R Dragons
Game 1: I was able to get a Howling Mine and two Temple Bells fairly early, along with 2 Fog Banks on the field. I held off a respectable opposing board presence with multiple fog effects and after dropping Jace, Memory Adept my opponent was milled soon after.
Now to avoid sounding repetitive I will just say that Rounds 2, 3 and 4 were all 2-0 victories thanks to Jace and his free mill 10.
The one notable play was milling my opponent for 30 in one turn. I had Jace on the field with 9 mana and had a second Jace along with a Clever Impersonator in hand. I used the Jace I had on the field to mill 10, cast my second Jace, milled 10, cast my impersonator copying Jace and milled him a third time. Howling Mine DD'd him on his draw phase.
I am quite happy with the improvements, the card draw does prove to be crucial as it assures there is always a fog effect in hand when needed. I will be resetting the discussion to clear up some room, Thanks again to all who have contributed thus far.
wow yeah I should look at a couple slots for the siege, the versatility against multiple matchups is great. Thank you very much bah-bammmm

Dictate of Kruphix gives you the draw first, and so is preferred over other draw effects as well. :)

Sideboard Thragtusk and Feed the Clan? It seems like your burn matchup is terrible

Spellskite too. Good against Affinity and Burn and Twin. A lot of decks. I'd recommend a full 4 sideboard/mainboard total. Replace the the Ambush Viper in the mainboard and the 2 Redirect in the sideboard?

danthek84 I like the suggestions for sure. As you said burn is a bad matchup so the lifegain would be help offset that. I'm not sure why I hadn't thought of Spellskite myself as a natural fit. Depending on prices I may need to tweak the numbers but I can probably fit at least 2-3 Spellskites, 2 Thragtusk and 3 Feed the Clan. Once I pick the cards up I will update the list. actually after reviewing Spellskites price it would not fit the budget for this deck. If I leave it out I can afford a playset of Thragtusk and add Feed the Clan which should offset a fair amount of burn damage. Thanks again.

Why not replace ambush viper with wasteland viper? it only costs 1 green and the flash isn't something that's horribly needed.

dooblydor The flash is the whole point; it is a combat trick to remove large or un-targetable attackers. If it did not have flash, they would simply choose not to attack.

Oh gotcha. Yeah, I mean you could add in Savage Summoning and Wasteland Viper but that would be unnecessary.

If you want to improve the land base without killing the budget, here's a few suggestions. It's noteworthy that more dual lands could improve the deck, because you often need 
, which could be an issue if you have more than 1 non-
-producing land out.
Good idea: Hinterland Harbor is cheap - I think it's a must-include for budget 2-color with lots of basics.
Marginal Idea: Since you're playing a slow/control/fog deck that's maxed out on Lumbering Falls, it might not be crazy to add Simic Growth Chamber and/or Temple of Mystery along with Root Maze, which really slows the opponent down, or Amulet of Vigor.
Less-than-super-budget Idea: Lastly, 3 slots is a lot in a sub-optimal landbase for something like Reliquary Tower, which you only need sometimes, never need more than 1-of, etc.. You might consider running 1 Tower with 1 or 2 Tolaria West. It's not super-cheap - but it makes blue mana, or grabs your Tower or Falls - so running it frees up room for a more consistent mana-producing base.
