As the name implies, the main goal of this deck is to win by milling your opponent while controlling the board. The main milling engines are Minister of Inquiries, Fleeting Memories and Startled Awake   . To a lesser extent the Eldrazi drones with Ingest (e.g. Mist Intruder ) will help things along, and if all else fails hopefully the control will allow the deck to survive long enough to pull out some large milling creatures like Ulamog, the Ceaseless Hunger.

Key combos:

Minister of Inquiries is a key milling creature and Aether Meltdown ensures that they'll continually have energy while also nullifying an enemy's creature.

The idea here is to produce several clues with Ongoing Investigation by attacking with the small creatures, in particular Mist Intruder . Sacking clues provides consistent hand size and triggers Fleeting Memories . They can also be saved to activate Tamiyo's Journal without having to wait for three upkeeps. As a bonus, because Tamiyo's Journal sacrifices clues its activation will not only add a large creature to our hand but also mill the opponent for nine cards! Confirm Suspicions is expensive but contributes to the clue theme while providing some protection.

The late-game bonus mana from Shrine of the Forsaken Gods helps execute the Tamiyo's Journal and Ulamog, the Ceaseless Hunger combo. It also gains extra utility through the presence of Oblivion Sower and Sire of Stagnation.

Thoughts

When building this deck I chose to include Fleeting Memories over Manic Scribe as one of my main milling tools. While Manic Scribe 's immediate effect is nice its delirium ability is too slow. The abandonment of some protection for the sake of attaining delirium also seems like a poor tradeoff and it's likely that, due in part to the nonexistent board presence of a 0/3 creature with a milling ability, the deck would fall far behind before the main engine even kicks in.

Card choice:

  • Geier Reach Sanitarium | Further mill your opponent while trading out unhelpful cards!
  • Skyline Cascade | Sneak some control into the land pool!
  • Mirrorpool | Got a lot of mana? Copy a Startled Awake   and mill 26 cards in one turn! Opponent: Wait, where'd my deck go? Can I use my cards please?
  • Sire of Stagnation | Alright, not quite mono-blue but I think splashing black is worth it here. The risk of running into mana problems with only two Choked Estuary is negligible considering the huge advantage Sire of Stagnation's ability offers if he's able to be played.
  • Mind's Dilation + Part the Waterveil | Admittedly, these cards should probably be swapped out for more removal (or maybe a couple Benthic Infiltrator s?) for the sake of consistency.. but they look like so much fun! Edit: Removed Mind's Dilation :(. Too inconsistent even after casting 7 mana and the mill isn't enough to make up for it.

As for the composition of my removal cards, I tried to find a nice balance between utility, deck synergy, and mana costs. Between Aether Meltdown, Confirm Suspicions , Negate, and Select for Inspection (not to mention my small monsters and Skyline Cascade ) the deck should survive long enough to pick up steam. I'll have to do some play testing to be sure, but between my main and side decks I should be able to deal with most threats effectively (hopefully).
