This is a fun deck that will burn out all creature's your opponent plays or counter everything you play. It just trolls the opponent and then pumps up Spellheart Chimera to swing for lethal.

Breakdown(Instants and Sorceries)

Boomerang: Lets me bounce back stuff..

Dissolve: Its a counter spell.... what do you want

Electrolyze: Let's me burn stuff AND draw cards. woohoo

Forked Bolt: Same as Electrolyze, but less mana in exchange for no extra cardSpell Pierce + Spell Snare : Some cheap counter

Lightning Bolt: Its burn....

Mana Leak: Its counter.....

Remand: Counter + Draw. Yippe

Serum Visions: Its draw + scry. Im lovin it.

Primer(Everything else)

Delver of Secrets: Its a classic in izzet

Young Pyromancer: Good card letting you bring an army out.

Jace, Vryn's Prodigy  : Lockdown + draw + snapcaster!! YAY!

Keranos, God of Storms: Fun god that let's you deal damage inadvertently

Spellheart Chimera: Probably the main wincon

Guttersnipe: Makes All my spells burn you.

Primer(Sideboard)

Blood Moon: Against decks that run no basic lands. cough cough SLIVERS!

Snapcaster Mage: Good against counter decks letting you play spells again

Izzet Guildmage: Just good if you need to copy spells but not mainboard worthy.
