Tortured Existence is a must for this deck!

Love the Dimir theme by the way.

I think this deck shouldnt be a U/B deck with Lazav, but instead just go mono blue and have azami, lady of scrolls at the helm. Youre not really trying to mill, and a combo wizards deck just does better in mono-U.

The deck has some good cards but it could use a lot of streamlining.

Oona is a great commander for a UB deck if you can maximize her abilities. A lot of players go tribal or combo to do this. Both options are pretty fun and effective but will require a lot of changes to the deck.

Contrary to what the previous poster said, I think Lazav fits better as a commander here.

I'll reserve the card suggestions when you have finalized which commander/direction you want for the deck.

I think Im going to stick with Oona. mostly looking for good mana ramp as the deck requires 3 mana to preform well. But after 3 I should be golden. Additional Mana is required for allot of the abilities my creatures have.

The usual route for me would be to go combo. Infinite mana combos, to be precise.

If you're not into combo then Altar of the Brood, Ashnod's Altar and Training Grounds are some cards you migt want to check out.

You have a ton of Islands so cards like High Tide, Caged Sun or Gauntlet of Power should address your need for large amounts of mana.

I love the flavor of the deck. It has given me a few ideas for my own B/U EDH Your Bill, From the Mill!- Suggestions needed.

A few ideas though. I feel most of your counters are too situational for EDH, Counters that require "unless they pay X" I have found do not work as well as one might think in EDH due to the length of the games and how much mana players end up with. Though I think Perplex is definitely worth it.

I would consider cutting Mana Leak, Martyr of Frost, and Patron Wizard (if you were to keep one, I would say Patron Wizard). For the cost, Mana Leak can be replaced with Deprive. Martyr of Frost shows your hand to everyone, costs 2, and still isn't a hard counter. Patron Wizard is still a weak counter, but it is renewable, doesn't necessarily give an opponent an advantage and can be done with no mana. Other counters I would suggest for potential replacements are (as I mentioned earlier) Deprive, and Dissolve works well. Normally I would suggest Rewind and Psychic Strike but you don't have many spells to play during opponents turns and don't run much black.

If you do switch out the creatures for extra instant counters, I would consider Elite Arcanist, provides a renewable counterspell or creature/planeswalker removal every turn.

Otherwise, as I said, I like the flavor! +1

Thanks allot I really like your suggestions alchemist I'm considering swapping creatures for more spells I really like deprive and probably will swap that for leak since its an actual hard counter. And the thing I like about mana counters that are visible is it makes my opponent afraid. They never really know if I'm gonna counter. But they know I can XD I'm a fan of messing with there psychology and putting them a few turns behind. And if I get patron wizard on the field its pretty easy to lock people down. I might also add a tutor in. I might cut mindcrank and dimir guild master but they make a nice endgame combo that I'm not sure if its worth getting rid of.

you seem to like to have fun so Declaration of Naught would be fun (name their commander)

Just an update for everyone. I switched from Oona to Arcanis. I like the combos he can do as well as the way he speeds up the deck. The mana base is also faster with only requiring one color. Have not had a chance to playtest in a few actual games, but I'll update when I do.
