My take on an 8-Rack deck without Thoughtseize or Liliana of the Veil Due to budget constraints. This deck focuses on keeping the hand empty.
The Rack and Shrieking Affliction are essential As they increase in power as the game progresses... This is 8-Rack after all.
Without the Seize, I focus on Raven's Crime, Blackmail, Wrench Mind for hand control and use Augur of Skulls as a creature that can also serve as discard. Harsh Scrutiny from KLD is a godsend for 8-Rack as it gives us scry on top of what
Despise
did.
I also run Asylum Visitor from SOI which solves two classic problems for 8Rack... Draw engine and damage dealers. It also synergies great with the deck's core purpose of keeping the hand empty.

Shrieking Affliction
are damage dealers here, both a wincon anytime the Rack deals damage. Painful Quandary becomes a lockdown and can secure board advantage late game.
Waste Not is here because it belongs. It can trigger tokens, mana, draw or force a planeswalker out if they want to do none of the above.
Much of the removal is intended for groups and swarms.... Something that this deck has a weakness against. Bile Blight contains early game and tokens but Killing Wave can do this plus be a board clear late game... Especially against an opponent already whittled down.
