Storm is the art of grapeshotting people to the face. (See Grapeshot for details)

The goal is fairly simple. Use cards like Goblin Electromancer to reduce your spell costs, and get mana with cards like Pyretic Ritual, use that mana to draw cards and get up your storm count (how many spells you play on that turn) and then use a card that has storm (See Grapeshot for an example) to hit them for lethal

Storm can be pretty budget, if you skip the fetch lands and pass on some of the better cards- but it is still doable, and can still get a ton of wins as the cards vital to the deck aren't that expensive.

Some of the more advanced things you should know: Unsubstantiate, or Remand is there to use on your own grapeshot. The copies created will go on the stack, the grapeshot goes in hand and you can cast it again! This way you don't have to cast 20 spells, you only have to cast 10!

After editing the deck, I have went slightly over $200, which is more expensive than I intended in the original build. However, I do believe the deck is a tenfold better than it was before thanks to the edits.

I decided the sideboard needed a ton of work. We moved the Pieces of the Puzzle to the sideboard in exchange for sleight of hand. This is because I figured it would be best to keep pieces in the side to switch it out with gifts ungiven when we suspect the opponent is going to make himself hexproof, it lets us storm off without targeting him. For this reason I also kept the empty the warrens in the off chance we do need to have a non-targeting win con. Abrade is nice because it lets us deal with meddling mage, or hate cards like damping sphere. Lightning bolt is also in there to deal with creatures like meddling mage. I kept echoing truth because that's an out to hexproof, or cards like Eidolon of Rhetoric. By force is a budget shattering spree. Pyromancer's ascension is there in case we need to have a way to storm off not using gifts ungiven, it helps us, along with the pieces.
