This is a starter deck, which I have modified. It has two win conditions: either creatures rush past the detained opponent, dealing conventional damage, or you win through filibuster counters, when your opponent cannot attack, due to detainment.

I've considered putting some proliferate, like Thrummingbird, in it, to make more filibuster counters, but I don't know it it's worth it.
