Open the Vaults get's back Artifacts and Enchantments from your grave for free.
You use cycling to put them there, New Perspectives helps with the cycling cost and draws some nice cards aswell, making it easier to have 7 cards in your hand.
The core cycling->reanimation cards are:
Glassdust Hulk, which likes to trigger a lot in this deck (that's the reason for Quicken + Open the Vaults when your opponent declares attacker and it triggers and gets like +5/+5 and suddenly you have some really large blocking creatures at your side) and the ones already played in previous turns also get unblockable, which makes for a really fast killing experience if you cover them up with counterspells against removal.
Architects of Will, which can help drawing good cards or messing your opponents draws up.
Lay Claim, which is super awesome because it can steal ANY permanent including lands.
and Cast Out which is basically a light-removal against any nonland card, not only creatures, and thus very flexible.
Ramp comes in the form of Lotus Bloom and Mind Stone.
Quicken lets you play Open the Vaults in your opponents turn for the big "WTF?".
The rest is a basic U/W controll shell.
Once you've learned how to play this deck it's a really fun experience.
