Once Bloodcheif Ascension goes online if a card goes into any opponents graveyard that player looses life to Bloodcheif then discarding cards to mindcrank continuing the process until no life or cards are left

@cdkime yeah i think my issue with my brew at this point is what you fundamentally said about the mill archetype earlier...

"Mill is traditionally a hyper-aggressive deck--a good analogy is Burn. Both generally try to win as explosively as possible, killing an opponent before they can be overwhelmed themselves."

As my list initially looked and even how it is now it isnt really hyper-aggressive nor trying to win as explosively as possible... but rather building around less than ideal cards within the archetype that require a lot of synergy/support to get online/result in winning... again comparing to Burn its like im building around Lightning Strike and Falkenrath Gorger.

I do wish to remain in the creature theme being boosted off of milling the opponent... but I think I need to improve my decklist to facilitate a more aggressive/explosive win approach if I intend to Contend in the Modern formt... Perhaps Bloodchief Ascension + Mindcrank with some evasion is what im looking for... Im not sure but ill keep working/brewing with it.

In the budget build, the combo of Exquisite Blood + Sanguine Bond , was changed to Bloodchief Ascension + Mindcrank . But that should be changed for a cheaper combo if possible.

If Replenish, were to be removed. It should take it down to the allotted budget.

Do you plan on using a lot of rogue creatures? If you do, Coat of Arms is nice. I think you should try more discard and mill mechanics (Keening Stone, Altar of the Brood Mind Grind and others), "wheel" effects are nice because they do both (I'll link my Nekusar deck at the end, there are a lot of wheels listed there.

You need some cards to get value of the discards and mills and I recommend using Consuming Aberration and Lazav, Dimir Mastermind.

There are A LOT of protection cards in GRIXIS like Imprisoned in the Moon, Damnation, Propaganda, No Mercy, Hero's Downfall, Cyclonic Rift and an inffinity of "counterspells".

You should also run some "reanimation" effects (Animate Dead, Rise of the Dark Realms i.e.).

For combos, Bloodchief Ascension + Mindcrank goes inffinity and is funny.

For last, thats my Nekusar list: Nekusar, the Friendship Destroyer

I am not overly fond of Circu, Dimir Lobotomist--his ability just is not powerful enough to justify use in a singleton environment. Yes, you might sometimes hit a Sol Ring and royally inconvenience your opponents, but that's going to be few and far between.

Given your current commander and consideration of Oona, Queen of the Fae, it looks like you might be interested in attacking your opponents' libraries. Perhaps consider Phenax, God of Deception. Phenax allows you to play many of the large, low-costed wall creatures Blue has access to. These cards can defend you, and, on your final opponent's end step, "swing" for massive amounts of mill. Dimir Mill also has some horrifically nasty tools such as consuming abberation, Fraying Sanity, Bloodchief Ascension + Mindcrank infinite combo, Mind Funeral, Hedron Crab, and Glimpse the Unthinkable.

You can also use graveyard recursion spells like Animate Dead and The Scarab God to take control of any creatures your opponents have milled.

As DrukenReaps mentioned, mill is not the strongest in commander--too many players, and 100 cards in a deck is a bit problematic. Still, it can be quite a fun style to play.

Why do you have so many counterspells? I'd recommend Illusionist's Bracers, Bloodchief Ascension + Mindcrank , and Sphinx's Tutelage. Also, is this something you just want to play with friends or take to the lgs for a tournament?

Nice deck construction! Giving poeple draw mitigate the pain you then make them feel with the discards hehehe... +1 Also like the Bloodchief Ascension + Mindcrank combo, infinite, but gives your playmate a chance.

Well, perhaps the additon of a silly Liliana's Reaver might help you bring a bit more pressure, I personaly prefer it to Hypnotic Specter ; it dosn't fly and cost one more, but the fact that it both makes your opponent discard a card and gets you a zombie often makes them loose a creature to avoid it.

Blightning is a fantastic for this deck, as well as Terminate instead of Victim of Night if your opponents deck run important creatures.

Perhaps a Howling Mine would help you here ; you diminish your own lost while taking advantage politically of the gains of others...

Need a mana sink? Like using your commander? Illusionist's Bracers might be for you! And hmm, it's a funny card, but check out Cabal Interrogator hehe.

Totaly optional, but since you run a lot of basic lands , Drowned Catacomb and Dragonskull Summit could help you fix you many a little. They're not a costly as fecth or shock lands, so thats a option.

Finally, if you think you lack finishers or hard hitting late game cards, perhaps Rise of the Dark Realms would be nice. Also Damnation.

Have a great day/night sir.

for a 60 card deck although not exactly the most COMPETETIVE but i think Liliana Vess is fun to build around and she is pretty affordable too.... she is a discard engine and tutor with a flashy ultimate if you manage to get there.

her +1 goes with things like Liliana's Caress/Waste Not wich can flow with The Rack/Shrieking Affliction/Nezumi Shortfang

and her tutor is fun for combos like Bloodchief Ascension + Mindcrank

run of the mill discard staples like Raven's Crime/Wrench Mind/Necrogen Mists can help feed that ultimate as well as boardwipes like Damnation/Languish/Mutilate

hope this helped and good luck!
