Decent Deck to beat Slivers which may not be legal

Hey, Can someone look over this deck for me. I believe it is only legal for play in Modern Format seeing as some of the cards are a bit older. This deck was made with the overall goal of beating my father's Sliver Deck in mind, but I also wanted it to be powerful against regular decks as well. I just want someone with a bit more experience to let me know if it seems decent.

Key cards include;-Congregate (useful when he has a lot of Slivers out, easy 20-30 health) -Sol Ring (Gives me a bit of an edge for Mana)-Blasphemous Act (Is basically free to cast when a bunch of slivers are on the field and it does 13 damage to each, normally enough to kill all)-Mob Rule (Allows me to control almost all Slivers for a turn, can be devastating)-Homing Lightning (4 Damage to each Creature that shares the target creatures name, Slivers are screwed)-Divine Reckoning (Each Player chooses one creature they control, and it destroys the rest, I'm sure you see the implications here)-Quietus Spike (Easy way to remove half of opponents health early game if I get a lucky draw)

Those are the main cards that come off the top of my head, feedback would be appreciated.
