This is my take on the modern dragons deck, which i mustered up with the cards i already owned and i did try to keep to a bit of a budget, so no fetches or cavern of souls.

- Sarkhan - By far the best "ramp" card in our deck, it allows us to potentially cast dragonlord atarka on turn 4 if we played dragonlord servant on turn 2 - Dragonlord Servant - sadly i can't play Dragonspeaker Shaman in modern, but this little fellow will give us the turn 3 Thunderbreak Regent option. - Chandra - The second walker. She is just really good. Nothing else to point out here xD Dragon's Hoard - Occasionally ramps, occasionally draws. Bit underrated, but a good card nonetheless. The only complaint could be that it is a tad slow. - Dragon Tempest - Gives all our non-haste dragons haste, and lets us ping some extra damage along the way. If we got this card out, Demanding Dragon becomes absolutely nasty. That ETB, combined with a 5/5 flying haste body? Scary.
- Thunderbreak regent - This is the only good 4-drop dragon around, it also slightly protects our dragons with the "bolt when targeted" ability. - Glorybringer - This boy always has haste, so it always attacks immediately. The exert ability is very powerfull, but it does lower your attack power for the next turn. Use with caution. - Demanding Dragon - As mentioned, this thing's ETB effect is nuts. Give it haste, and this thing becomes a monster against decks that are not prepared for flying threats. - Dragonlord Atarka - One of the biggest, fattest dragons ever printed, with another insane ETB. She can drop as early as turn 4, without haste.
- - Abrade - for anti-aggro and against artifact based decks - - Crux of Fate - against other midrange type decks, this is one of the most unexpected cards to have in a sideboard. We can even use it in the mirror matchup, to kill all our opponent's dragons, before dropping our own. - - Sarkhan's Triumph - Straying off the "ABC" path here, Sarkhan's Triumph allows our sideboard to have a toolbox of diffrent dragons: - - Dragonlord Kolaghan - This one is against storm, if we manage to get it out before they go off. It makes it borderline impossible for them to kill us without killing themselves. - - Hellkite Tyrant - Funny solution against affinity. - - Lathliss - If we got a strong matchup, we can board this in as an additional threat - - Siege Dragon - Corner case would be anti-walls, but this will mostly be used for the 2 damage wipe effect. - - Silumgar - Another board wiper, this one can take out anything, including indestructible creatures. Very powerfull.

Suggestions are welcome, but dont go with the obvious, non-budget things. Sideboard dragons are also very welcome. (like Cavern of Souls; Fetch lands; green splash for BoP, Arb Elf and Utopia Sprawl; Dragonlord Dromoka; Thundermaw Hellkite; Skrid and snow lands; Blood moon. Considered them all, but i dont have a budget for them. I already owned the dragonlord artarka's, thunderbreak regent, push and walkers)

Card consideration: Rakdos/Izzet Signet vs Dragonlord Servant: Signet is harder to remove, but Servant is a body against aggro decks.
