Bookrook again I would disagree it being "an auto-include in any blink deck". In Modern, for example, there are a bunch of "blink" decks that will utilize cards like Ephemerate or Phelia, Exuberant Shepherd, but not use Dour Port-Mage. As a value engine it's having to compete against the likes of Satoru, the Infiltrator, which also sees very little play, but which has a more easily abusable synergy with various strong creatures in the format (Solitude, Subtlety, Aether Vial, Cryptic Coat).
Dour Port-Mage is by no means a weak card, but it is a looonng way away from being an auto-include in any deck. The only deck currently running this card in Modern is one where the deck is specifically built around it - whereas there are multiple other blinking strategies that ignore this card entirely.
Looking further on MtgGoldfish, there are exactly zero decks running this card in both Pioneer and Standard. It's probably the case that these formats just don't have the resources to make use of the card, but it's also a pretty strong sign that it's nowhere-near an all-star.

Hey cool, that brew reminds me of AspiringSpikes "Ninja Scam" deck. I think it's strong but personally am less interested in powerful gimmicks that work if only drawn or sequenced correctly. It struggles to deal with established boards, only really being able to draw cards; not outs (only negates+discard). I also dislike that you cannot pitch Ornithopter to your evokes, it makes a bad card even worse. Only good in ideal situations w/ Satoru, the Infiltrator.
I value flexible card choices, that apply to a plethora of situations/meta matchups. I competed in 2 F2F Qualifiers posting a Top 4 + Top 8 finish w/ prizing, Spike I believe has only went 3W/2L on MTGO with Ninja Scam brew. Though I am open to updates.

Coward_Token Some of the key creatures in Dredge are Narcomoeba, Prized Amalgam, and Silversmote Ghoul. Each of these has a way to jump from the graveyard to the battlefield for free--Narco by milling, Ghoul from Creeping Chill, and Amalgam whenever either of the other two does its thing. So those can all trigger Satoru, the Infiltrator, who lets you draw, which can be replaced by more dredging.
The main problem is that Dredge is already a tight decklist, and Satoru doesn't really offer anything new, just a new way to do something it's already doing. I'm not sure how well it can replace Cathartic Reunion or whatever in Modern, and it's probably way out of place in Legacy and Vintage.
