I think we're on the same page, but just to confirm in case you're ever considering Chains again; as you'd mentioned "Chains checks to see if it's the first card being drawn for turn", but that isn't quite right. Chains only cares about the first card drawn in your draw step. A small distinction, but very important when it comes to wheels. For example if you were to resolve a wheel of fortune, everyone would discard their hand, then when they go to draw, chains intervenes and sees that everyone has no cards in hand and would force them to mill instead, leaving everyone with no cards in hand.
While true that you would get the benefits of the initial discard of the wheel, I don't think its worth giving up the damage potential of the draws, or knowing that all future wheels you draw into are dead as long as chains is on the field.
Shifting focus slightly, I was wondering if you've considered Faerie Mastermind for the deck? I'm running it in my list and absolutely love how well it synergizes with Nekusar and some of the other forced draw effects!
Also how is Gixian Puppeteer doing for you? I had previously considered it but could only consistently get it's first ability to trigger once per rotation, so it seemed underwhelming for me in a lot of other scenarios.

No Reassembling Skeleton? What about something like Sengir Autocrat, make a bunch of bodies to generate maximum triggers? Gixian Puppeteer seems like a good fit. I feel like Dreadhorde Invasion might be good with your Commander, as long as you sacrifice the token you get a fresh one on your upkeep, this is a relatively affordable alternative to Bitterblossom. If you like the Underworld Dreams effect, perhaps Fate Unraveler, though it's not exactly budget at this point and will surely go down in price if it sees reprint, so maybe keep an eye on it? I feel like your deck would benefit from anything that prevents life gain, stuff like Grima Wormtongue and/or Knight of Dusk's Shadow might keep opponents from running away from your damage/life loss effects, and Plague Drone actually punishes opponents for trying to gain life.

axxein I'm really glad to hear you liked the deck. To answer your question about Sanguine Bond and Vito, Thorn of the Dusk Rose, I try to avoid having infinite combos in my decks as I don't really enjoy them and I wanted to keep the power level down. The other problem is that if people know you have an infinite combo in your deck, and see one of the pieces, they are immediately forced to target you to keep you from winning, something this deck can only sustain for so long. Truthfully though, i've never found I needed it. The deck is really consistent, does really well in multiplayer and even wins far more often in 1v1's than it makes sense to (I still have no idea how it beats full on aggro decks as often as it does), and is just fun to play. You deal a lot of damage from discard alone, have multiple other sources of damage, and i've never felt like I desperately needed Sanguine Bond to win. I never put the rest of the combo in as I felt that it would lose that. It would turn from an enjoyable game into one where if I draw 2 cards I just win.
In this case i'm actually running Exquisite Blood to help offset the life-loss from Tinybones, Trinket Thief. Once your engine is fully online you can easily lose 4 life per cycle just to him, which adds up quickly. In addition to that, we run Bolas's Citadel and Black Market Connections which both eat through our life fairly quickly. As such we have quite a bit of life gain in this deck to offset that. That's actually why we even run Gixian Puppeteer, Sheoldred, the Apocalypse (Who I would cut if I could find a comparable alternative who doesn't drain my opponents as that draws too much attention to me), Twilight Prophet, and Faith of the Devoted among other cards.

Thran Vigil I was hoping to make a deck loosely based around this card.
Considered cards include Soul of Windgrace Tenacious Underdog Simian Simulacrum Soul Transfer Bushwhack Gaea's Gift Cult Conscript Sheoldred, the Apocalypse Gixian Puppeteer
Also considered turning it into a historic deck and adding it to the combo Cauldron Familiar and Witch's Oven
