As a flavor question, why are they conviction counters? Is the intent more like "deeply held belief" or "found guilty of a crime"? Or maybe both?
What's the story this card's trying to tell? I'm getting the idea that Skelly is a king who's trying to increase his own power, or maybe the power of the kingdom as a whole, by selectively removing the population's weakest links, so that only the strongest survive. But for some reason, this culling is continuous, so the kingdom ends up wasting its resources and being unable to replace them, as the standards for "weakest links" keep getting higher. The kingdom is collapsing because it's unable to sustain its own self-destructive attrition, instead of any external factor. Is this something like what you had in mind? If so, why does Skelly see this non-stop culling as important or necessary? Will something bad happen if the sacrifices stop?
One single card doesn't have to explain absolutely everything, but it's a good place to start when designing other cards, to expand the story.

I see that ruling on the gather.
The issue is that ruling flat out contradicts the ruling on adventure cards:

(6/6/2025) An adventurer card uses only its non-Adventure characteristics in every zone except the stack, as well as while on the stack if not cast as an Adventure. Ignore its alternative characteristics in those cases. For example, while it's in your graveyard, Jidoor, Aristocratic Capital is a colorless Town land card whose mana value is 0. It can't be the target of Sorceress's Schemes, which reads in part "Return target instant or sorcery card from your graveyard or exiled card with flashback you own to your hand."
Lier explicitly gives flashback to instant and sorcery cards. Cards with adventure are explicitly not instant or sorcery cards. The ruling on adventure explicitly states to ignore the alternative characteristics.
You can't target them with a card like Torrential Gearhulk and Past in Flames
also cannot target them. So how does lier get around this?

EchoSpice I was actually thinking about remaking it but in temur since there’s a lot of fun things you can do with this in blue red and green, I considered volrath but then at 7 power the permeating masses would just kill basically anything it hit and I didn’t want that, thank you for the suggestion though!

Partner with Death, and...
This seemed fun. A little dangerous, since your opponent can give you a bunch of treasures to start discounting their spells. I did make it "target opponent" instead of "player" so that you can't use it on yourself to get free treasures and discounts.
Create a card named "Death, and..." to partner with. (I didn't go with just "death" since there's already a card named that: Life / Death
