This deck is made around elemental tokens and creatures.
It's an izzet control deck. Young Pyromancer is there to make tokens, Nivmagus elemental is there for a 1 drop that has the potential to get crazy powerful, especially with trait doctoring on phantom warrior as an assist to him. Master of Waves is there to boost elementals, as well as make some tokens as he drops.
Hahaha Trait Doctoring , what a joke. It's so bad that it makes Vizzerdrix look like a top tier card. All joking aside, not only do I think that it doesn't fit with the deck, but there are so many better cards than it, it's ridiculous. I understand how you are trying to use it for Young Pyromancer or Nivmagus Elemental , but I don't think that it is worth running a creature like Phantom Warrior just for Trait Doctoring . He really just takes away a turn that can be somewhat important depending on the opponent. It seems that with 17 creatures in a control deck, it would probably work better as aggro. But of course, don't just turn your deck around because of what I say. Do whatever you want with it.

Cyclonic Rift instead of Disperse for that overload option to clear your opponent's board at their end step and swing for the win on your next turn (overload also gets reduced by Goblin Electromancer . I would try replacing Opportunity with Steam Augury because you'll be able to cast it more often and it fits your mana curve much better. Also, you have a pretty low mana curve, so Izzet Guildgate might mess up that curve, I would take them out and add 1 more Steam Vents and 1 Island and 1 Mountain . Have you looked into Dragonshift ? Making all your tokens 4/4 flyers is lethal, perhaps just add 1. Nice deck!
