Whenever anyone asks this kind of question, I always default back to my favorite sets/planes. And also Rule 0 partner decks. lol

I apologize in advance if none of these are the kind of thing that you're looking for.

I really enjoy my Satsuki, the Living Lore deck. Most, if not all, of the relevant sagas are all cheap and some of the best cards in the deck that care about counters (like Power Conduit and Nesting Grounds along with various proliferate cards) were reprinted in New Capenna's Brokers commander deck, so those are also pretty cheap. Add in cards like Historian's Boon, Teshar, Ancestor's Apostle and any constellation/enchantress effects you see fit and that's pretty much the core of the deck right there.

Kairi, the Swirling Sky is a really fun clones deck that I use on Arena's Historic Brawl format. Basic gameplan is to make as many copies of Kairi as possible, only to watch them die to the legend rule and benefit from the death triggers.

Toralf, God of Fury  Flip is another deck that I have and really enjoy. It makes mono red burn possible in commander, and the way that Toralf interacts with damage doublers such as Dictate of the Twin Gods means that the "trample" damage your spells have get amplified for each creature you kill with it. I have a better description of it on my deck's page, if you're interesting (not trying to self-advertise, I promise). Not sure how well this deck could be built on a budget as I'm not sure how much the damage doubling cards are at the moment (as they're kind of crucial).

Any of the five Amonkhet gods. Oketra the True, Kefnet the Mindful, Bontu the Glorified, Hazoret the Fervent and Rhonas the Indomitable never get as much love as the Theros gods and it makes me sad (because Amonkhet is my favorite plane). Their drawbacks are fairly substantial, I will admit, so they're a bit of a challenge to build. Might be what you're looking for?

Ghen, Arcanum Weaver but as an aristocrats style deck where you sacrifice enchantment creatures like Nyxborn Rollicker, Hopeful Eidolon and Gnarled Scarhide to recur stuff like Doomwake Giant. Could also be a hybrid enchantress kind of deck if you lean heavily into the Bestow mechanic. (Hm. I actually really like this idea...)

You could also run some "illegal" partners. I usually only try to do this if they have some sort of story significance, though. For example, I have a young Urza, Powerstone Prodigy and Mishra, Excavation Prodigy precon power leveled deck that I love. Hans Eriksson and Saffi Eriksdotter is one I've wanted to build for a while. Also maybe Gisa the Ghoulcaller and Stitcher Geralf? Or their newer versions, Geralf, Visionary Stitcher and Gisa, Glorious Resurrector? Stuff like that.

My previous idea of running Subira, Tulzidi Caravanner and Teferi, Mage of Zhalfir has been sabotaged by the release of The Brother's War. In it's a place, a partner deck of Mishra, Excavation Prodigy and Urza, Powerstone Prodigy has the gears in my brain turning!

I'd like to keep it at about pre-con levels of power and would love suggestions.

So far, cards like Irencrag Pyromancer and others that care about second card draws per turn are key, as are artifacts that have some sort of graveyard recursion like Artificer's Dragon or Metalwork Colossus.

I've also never built a deck to fit in with pre-con levels of power. Any recommendations on how to gauge this? Is it a synergy thing or is it a card rarity ratio thing?

My thoughts on the Brothers' War:

One of the things going into this set I was concerned about was how they were going to take Pre and Post Mending Power levels into account without making it overpowered compared to the more recent sets. From what I've seen they seem to have done an alright Job. Urza, Planeswalker  Meld  Meld is overpowered, but the Meld requirement makes enough sense of both design and flavor.

Cards like Teferi, Temporal Pilgrim, The Temporal Anchor, and Saheeli, Filigree Master are set in the present so the post Mending Power levels apply. I think the newest Teferi is a bit underrated. If you're looking to make him look formidable, Teferi's Ageless Insight in non-standard formats is your best bet. Combine this with Jace's Archivist or another draw engine and let the shenanigans begin.

The whole flavor seems to imply that yes, All these cards are powerful, but the power level displays raw power over refined skill. The best example is One with the Multiverse. While it is cheaper than Omniscience, manawise, and let's you cast from your library, the limit is one card per turn. Since the lore states the development of the academic study of Magic didn't happen until after the war, it helps explains this.

However, despite it making sense design wise, I'm a bit at a loss on how powerstones entering the battlefield tapped works from a flavor point point of view.

Once people realize how good Calamity's Wake can be against control, flashback and stax for mono-white decks the price will go further up.

If you run Urza, Powerstone Prodigy and don't have Mirrodin Besieged in your Commander deck or Terisian Mindbreaker in your Standard deck, you may be building them wrong.

It just occurred to me as I write this that they could have done a whole 10 card cycle of Surveil land cards like the "Temple of..." Scryland cards that originated in the Theros block.

Oh, Awaken the Woods, if you only weren't hovering around $16.

The Locust God Just got some extra card draw in Symmetry Matrix.

The Stasis Coffin, Goblin Firebomb, why do all the really cool colorless control cards have to be so expensive, manawise?

Audacity should make a decent early to mid-game companion to Ram Through in Pioneer.

Alloy Animist would make more sense if the artifact became an Elemental in addition to its other types.

Goblin Arsonist and Festering Goblin, I'd like to introduce you to Goblin Blast-Runner.

Some people seemed surprised about Tocasia, Dig Site Mentor making Surveil available in Bant, but it makes sense considering Surveil can be an oppressive ability. If I were going to create a GWUB aligned faction for a set. Surveil would be my mechanic and not just my keyword.

Fortified Beachhead reminds me of the faction land cards like Murmuring Bosk from the Lorwyn/Shadowmoor block. I wonder what they're planning here.
