When this dies (is put into the graveyard from the battlefield), choose up to one — - Return target Saga or enchantment creature you control to its owner's hand. - Return target Saga card from your graveyard to your hand.

This works, but its even easier than you've described.

Having Maskwood Nexus + Vildin-Pack Alpha and then playing Jin-Gitaxias  Flip would have Jin-Gitaxias flip immediately, but the saga will enter with 1 counter on it (as all sagas do).

This means you'd only need 3 mana on Umbral Mantle to complete the saga with Satsuki, the Living Lore, as you'll only need to untap Satsuki once (Jin-Gitaxias flips and starts on 1 counter, Satsuki ticks it up to 2, Mantle lets you untap Satsuki which can then tick your saga up to 3 and complete it).

As soon as the Saga is completed, it will flip back to Jin-Gitaxias, and then immediately flip back to its saga side with 1 counter on it again.

Jin-Gitaxias  Flip is an example of the new cards with sagas on the back. Maskwood Nexus + Vildin-Pack Alpha should let it enter then transform it so it would have no saga counters. Satsuki, the Living Lore should let me add saga counters, then using something to untap it Umbral Mantle and nine mana would let it complete the saga and then flicker back as Jin-Gitaxias  Flip and flip again. is there any reason this would not work?

Regarding Sagas: I used to have a Satsuki, the Living Lore deck looking to untap her multiple times. The value is real, and having Fall of the Thran and The Mending of Dominaria go off multiple times is pretty damn busted.

Whenever anyone asks this kind of question, I always default back to my favorite sets/planes. And also Rule 0 partner decks. lol

I apologize in advance if none of these are the kind of thing that you're looking for.

I really enjoy my Satsuki, the Living Lore deck. Most, if not all, of the relevant sagas are all cheap and some of the best cards in the deck that care about counters (like Power Conduit and Nesting Grounds along with various proliferate cards) were reprinted in New Capenna's Brokers commander deck, so those are also pretty cheap. Add in cards like Historian's Boon, Teshar, Ancestor's Apostle and any constellation/enchantress effects you see fit and that's pretty much the core of the deck right there.

Kairi, the Swirling Sky is a really fun clones deck that I use on Arena's Historic Brawl format. Basic gameplan is to make as many copies of Kairi as possible, only to watch them die to the legend rule and benefit from the death triggers.

Toralf, God of Fury  Flip is another deck that I have and really enjoy. It makes mono red burn possible in commander, and the way that Toralf interacts with damage doublers such as Dictate of the Twin Gods means that the "trample" damage your spells have get amplified for each creature you kill with it. I have a better description of it on my deck's page, if you're interesting (not trying to self-advertise, I promise). Not sure how well this deck could be built on a budget as I'm not sure how much the damage doubling cards are at the moment (as they're kind of crucial).

Any of the five Amonkhet gods. Oketra the True, Kefnet the Mindful, Bontu the Glorified, Hazoret the Fervent and Rhonas the Indomitable never get as much love as the Theros gods and it makes me sad (because Amonkhet is my favorite plane). Their drawbacks are fairly substantial, I will admit, so they're a bit of a challenge to build. Might be what you're looking for?

Ghen, Arcanum Weaver but as an aristocrats style deck where you sacrifice enchantment creatures like Nyxborn Rollicker, Hopeful Eidolon and Gnarled Scarhide to recur stuff like Doomwake Giant. Could also be a hybrid enchantress kind of deck if you lean heavily into the Bestow mechanic. (Hm. I actually really like this idea...)

You could also run some "illegal" partners. I usually only try to do this if they have some sort of story significance, though. For example, I have a young Urza, Powerstone Prodigy and Mishra, Excavation Prodigy precon power leveled deck that I love. Hans Eriksson and Saffi Eriksdotter is one I've wanted to build for a while. Also maybe Gisa the Ghoulcaller and Stitcher Geralf? Or their newer versions, Geralf, Visionary Stitcher and Gisa, Glorious Resurrector? Stuff like that.

If you do go with Tuvasa, Satsuki, the Living Lore becomes an option in the 99. However, I am partial to Aminatu. I only play esper. 'xD Great deck though!

TypicalTimmy Of course, I enjoy the creation forum, and I know that new legendary creatures are popular there. I've happily put together a good few myself. But there's a difference between a fan site and official company policy, and right now the official company policy seems to be to create a potential commander for every niche and specific ability, and a few broad ones to cover all the bases. This makes a lot of the official ones, the ones most likely to be seen in the wild, either hyper-specific (Jorn, God of Winter  Flip, Satsuki, the Living Lore) or generically useful (Kenrith, the Returned King, Volo, Guide to Monsters). And that's not touching the non-Commander-focused legendary creatures (Lurrus of the Dream-Den).

I'll poke at the numbers with your outlier suggestions, but I don't think it will change the trend of legendary creatures per set jumping. First, though, I need to correct for the Thalia, Guardian of Thraben reprint in Crimson Vow.

I wasn't terribly excited for the Kotori precon deck, but after I finally got around to reading the Neon Dynasty story (after watching the AMAZING trailer for the set), I'm pretty much determined to have a Future/Artifacts vs. Past/Enchantments set of decks featuring Kotori and Satsuki, the Living Lore. The upgrades you've added here look pretty great but I'm wondering what the ideal amount of vehicles would be for a Kotori deck. Maybe 15 or so? Any more than that and you'd probably be adding in some pretty mediocre ones... I'm not sure. Thoughts?

As for some recommendations, Vedalken Archmage is great if you want more card draw. Padeem, Consul of Innovation or Rebbec, Architect of Ascension are both great for protection.
