I love Rise from the Tides. The concept of it is amazing. Yet what is the way to get the most value out of it? Get more cards in the yard! Better yet- Wildest Dreams it back to your hand for all of the value. Use the mana from Splendid Reclamation to win the game after you cast a huge Rise from the Tides by also casting a Part the Waterveil. The deck is semi-competitive, and is cheap as well, a perfect budget deck.
