Turns is cool. But it's not environmentally friendly enough. I really like what adding Green does to this deck, so here's my take on it.

How We Get There Show

On our first turns, we'll aim to get down a Birds of Paradise or use Serum Visions to set up a little bit. Then, it's time to wall our opponent out with Gigadrowse and Courser of Kruphix, while maybe sneaking in a Dictate of Kruphix or a Howling Mine when we get the chance. Once we get enough lands down or topdeck a Temporal Mastery relatively early (Serum Visions helps with this a lot), it's showtime.

How We Win Show

It can be a hassle to win with the mono-blue version of Turns once you start chaining turn spells. If that annoys you, meet Nissa, Steward of Elements. This card is incredible at any point in the game. Early, we can drop it for 1 and use the card selection we get from it to set up our turn chain. If we can stick it right before we combo of, we can start ticking up to the Ultimate as we take our turns. That Ultimate gives us two big fliers that can swing in for a bunch of damage. As long as we keep casting extra turn spells, we can keep reaching the Ultimate and dealing more damage to our opponent until they die. If we draw Nissa really late, we can just drop it and instantly Ult.

Our Nissa clock is sped up by awakening Part the Waterveil and turning our Lumbering Falls sideways. Other than that, you know the drill. Just cast extra turn spells and use any leftover mana to cast spells that can help you win. The deck is consistent enough that when a chain is started, it can be kept going very dependably. A singular copy of Cryptic Command can be a Swiss army knife of a card during an extra turn chain, as it can be used to tap down remaining blockers, or bounce a problematic permanent like an Ensnaring Bridge (it's also cool early game. Early on you'll hold up mana waiting for your opponent's end step to drop a Dictate, but soon they'll realize that you're not actually holding up a counterspell. Then sometimes, you have Cryptic or the sideboard counterspells, and the whole Wine-In-Front-Of-Me thing gets real complex).
