This doesn't work the way you hope, for two reasons.
To start with, yes, you can absolutely do this. You cast Mirror Image, which has the type Shapeshifter. This triggers Volo, Guide to Monsters if you don't have any Shapeshifters in play or in your graveyard, copying the spell. If no one responds, you'll respond the copied Mirror Image, which will create a token Mirror Image that can enter as a copy of any creature you control, then the original spell will resolve and Mirror Image will enter (again, can enter as a copy).
On the battlefield, the Mirror Images will be whatever they copied, and will therefore enter as something other than Shapeshifters unless you decided for some reason not to copy anything. This doesn't matter to Volo, because he triggers when the spell is cast, not when the spell resolves and the creature enters the battlefield.
With all that said, here are the two issues:
First, Volo triggers only on cast. Having a second Volo when your Mirror Image original (not the copy) enters won't do anything because it's not being cast, it's entering the battlefield. This would only work if you already had two Volos when you cast Mirror Image.
Second, however, Volo is a legendary creature. If at any point you control two legendary creatures with the same name, you must sacrifice all but one of them as a state-based action. At the moment Mirror Image enters as Volo, you will have two copies of Volo (and this could potentially trigger enters-the-battlefield abilities of something), but immediately after that, before anyone can respond or anything can resolve, you will have to pick one Volo and sacrifice the rest of them.
The only way around this kind of thing is a clone like Spark Double, which can copy legendary creatures without issue because it removes the legendary typing when it copies something, or another way around the legend rule like Mirror Gallery or Sakashima of a Thousand Faces.

I have built a Volo deck built around double good cards as well as ones that may not be as good on their own but become discounted versions of themselves because of volo. I was playtesting it when I saw a interaction I didn't before. If you have Volo, Guide to Monsters on the battlefield and then cast Mirror Image could I have it enter as a copy of volo and still have volo copy it( practically double it) with his ability since it does not become a copy of volo until it enters and therefore meets the subtype condition for coping?

Hey legendofa, random question. I see "Twin" is a hub name and wanted to check rather than misuse it. Is that referring to Splinter Twin? Or would something like The Sixth Doctor / Volo, Guide to Monsters / Riku of Two Reflections etc. be appropriate use of Twin?

So it looks like you are asking both for the new card and the replacement. I will try but final choices us of course yours. I will also say I have never run this commander so I may be wrong.
I think you need more lands. 33 with some not tapping for mana sometime. Or at all. This is cheating a touch too much. Goal is 5 lands more here is what I suggest.
Volo, Guide to Monsters unless he is your commander he feels like a win more card. And yes I know morphs are morphs as their creature type.
Grazilaxx, Illithid Scholar interesting but might be not worth the effort.
Your high cmc stuff. Its... not nothing but isn't really good. Specifically Thieving Amalgam Ghastly Conscription personally I'd cut both but you have 2 of the normal big mana wincons Exsanguinate and torment. Between the 4. I'd suggest running only 2 think of all the card draw you have with your commander/other creatures. Do you reallyneed this many big mana i win buttons?
I'd also cut 1 of the morph into counterspell effects. I know it seems cool to have it as an option. But 4 mana counterspell that leaves a 1/1 or 2/2 is just bad. I'd suggest Kadena's Silencer
As for what lands. Look up the pain land cycle like Yavimaya Coast those combo* with your Forsaken Monument maybe redo you lands period. Idk how you gonna cast all these colored spells with greedy manabase you got.
I hope this helps. Don't mean to hate too much on your mana but my biggest concern in a game is having fun. You dont have fun when you can't cast your spells.

For future reference, you can link cards by wrapping them in double brackets (These guys [ ] ). Ivy Lane Denizen, Volo, Guide to Monsters, Herd Baloth.
Volo says cast, so he'll trigger when you move Herd Baloth from your hand onto the stack, creating the token copy on the stack (assuming it doesn't share any creature types). This token copy will enter the battlefield from there, which will trigger Ivy Lane Denizen. Once you've placed your counter, the original Herd Baloth will enter the battlefield; triggering Ivy Lane Denizen.

TypicalTimmy Of course, I enjoy the creation forum, and I know that new legendary creatures are popular there. I've happily put together a good few myself. But there's a difference between a fan site and official company policy, and right now the official company policy seems to be to create a potential commander for every niche and specific ability, and a few broad ones to cover all the bases. This makes a lot of the official ones, the ones most likely to be seen in the wild, either hyper-specific (Jorn, God of Winter Flip, Satsuki, the Living Lore) or generically useful (Kenrith, the Returned King, Volo, Guide to Monsters). And that's not touching the non-Commander-focused legendary creatures (Lurrus of the Dream-Den).
I'll poke at the numbers with your outlier suggestions, but I don't think it will change the trend of legendary creatures per set jumping. First, though, I need to correct for the Thalia, Guardian of Thraben reprint in Crimson Vow.
