If you are willing to play control also I would recommend Sen Triplets. All I do is cast her and protect her for a turn and I beat azami. You get to cast anything in their deck and have a vast amount of resources that can combat her like counter spells, spot removal for their wizards and more. Also Azami kind of folds to her own creatures if you play them.

This is a meh Azami list. It's by no means a good one. If your friend is consistently winning with it, my suggestion isn't to build a better deck. I recommend playing politics. In EDH, it's impossible for one deck to control three or four other decks. Something's gonna slip through the cracks. If the rest of the table wants to kill you, they can do that. Whenever you're plying with your group, make it blatantly obvious that you think that this Azami player is the biggest threat. Ask people to focus him first. Make alliances if you have to. If this guy's countering lots of stuff, approach people with deals right as their spells hit the bin.

I'm not sure if there is a "Best" commander vs Azami, but there are certain cards you could go with that hate on her a bit. Spirit of the Labyrinth and Pithing Needle are quick early drops that put a wrench in her gears.

I once ran an Uril, the Miststalker deck that regularly faced off against and Azami deck. I found cards like Grand Abolisher, Vexing Shusher, Spellbreaker Behemoth, and Cavern of Souls to be all-stars in the match-up. Contested Cliffs also worked out really well because Azami had very few ways to interact with it. I would slip Uril or Spellbreaker Behemoth into play and then use the cliff to kill off cards like Patron Wizard.

Derevi, Empyrial Tactician would probably also be a good commander to use against Azami since her ability lets her dodge counterspells and the commander tax. You can bring her in at the end of the opponent's turn to tap down counterspell mana and you can run a strong stax list with her that would make the Azami player's day far more difficult.

Here are some cards that give a hard time, though you'll need to run multiples due to blues "threat" density (their main threats secretly being the 40+ ways to counter):

Vexing Shusher - And there are lots of varients. Search gatherer for creatures with text "can't be countered"

Defense Grid - Make it cost more for them to counter your stuff.

Cursed Totem - It's like Pithing Needle but it hits all of their creatures which is helpful when several of those creatures can counter spells. If you play this you obviously want a commander without activated abilities such as Rafiq of the Many or to play a Planeswalker commander like Daretti, Scrap Savant.

Damping Matrix - Like Cursed Totem and Stony Silence in 1 card except it doesn't stop mana abilities.

City of Solitude - Stops their counters period. Be wary as if their win condition is a combo you can't stop it on their turn with this on the field.

Volcanic Fallout - Kills fifteen out of his seventeen creatures, and his commander, and can't be countered. This card is nuts. You can also redirect the damage to players to hit opponent's Planeswalkers.

The most important thing is to have a lot of 2-3 drop creatures that are capabable of trouncing the wizards in combat and card advantage to keep up with Azami. Skullclamp is one of the best forms of card advantage otuside of .

Choke - if you still can't beat em.
