The Combo:

With Necrotic Ooze on the battlefield, a dredge creature in the graveyard, and a Civilized Scholar   in the graveyard you can win the game. Instead of drawing by tapping Necrotic Ooze you can dredge back a creature and discard it in order to continue the loop. Once this loop can be done with Golgari Brownscale you can gain life off of each dredge until the library is empty. This means Wall of Blood, Skarrgan Skybreaker, and Birds of Paradise is in the graveyard. Paying around 16 life using Wall of Blood's ability on Necrotic Ooze gets it to 20 power and it will be untapped which lets you tap it for mana. Then, use the mana to pay for Skarrgan Skybreaker's ability on the 20 power Necrotic Ooze targeting your opponent dealing 20 damage to them. This can be done at instant speed the turn you play Necrotic Ooze if a Thornling is in the graveyard. It can also be protected if a Sturdy Hatchling is in the graveyard

The Support:

Cards like Commune with the Gods, Grisly Salvage, and Jarad's Orders set up the combo. Fatal Push can get rid of annoying creatures. Lotleth Troll is a reasonable creature when the graveyard is offline and can help set up the combo by getting creatures in the graveyard.

The Cost:

The cost comes mostly from the mana base, Fatal Push, and Birds of Paradise.
