Imagine you want to create a budget modern FNM viable deck and you like elves tribal. This is a budget version that I can think of that won't rob your bank.

Core:

• Elvish Archdruid
• Elvish Mystic
• Elvish Visionary
• Heritage Druid
• Llanowar Elves
• Nettle Sentinel

Important non creature Spell:

• Chord of Calling -> put important creature to battlefield
• Collected Company -> moar elves

Supporting cards:

• Ezuri, Renegade Leader -> Finisher, make sure you have enough mana to cast his ability and attack with all your elves. Use 3 or 4 if you have bigger budget.
• Shaman of the Pack -> can be used as shock effect on opponent especially against non blue player also for finisher
• Essence Warden -> Useful against burn or to keep you alive. Use 4 if you play against burn player.
• Dwynen's Elite -> works well with Heritage Druid.

We use painland because we are in budget, use better land (other than Llanowar Wastes) if you have bigger budget.

Sideboards:

• Back to Nature -> useful against enchantment heavy deck, like Ghost prison control deck.
• Bow of Nylea -> can be used against opponent with big creature (ie. Siege Rhino, Tarmogoyf) also to gain life against burn deck
• Dismember -> Kill Big Creature
• Essence Warden -> Gain life against burn deck
• Naturalize-> Stop artifact card.
• Prowess of the Fair -> Useful against deck with mass removal use more if your meta use mass removal.
• Reclamation Sage -> Enchantment/artifact hate.

Remember you should change your sideboards or even few cards on mainboard depending on your meta.
