Blue/black modern budget that isn't mill?

I would like to build a blue/black modern deck that isn't mill, I don't see a lot of that going on and I would like to keep it under an ungodly sum. I'm poor lol.

What do you consider budget? I know some people consider budget Modern to be $100, others $20, etc. Having a ballpark budget can help tailor the recommendations you receive.

You could probably build a halfway decent budget control deck based on black removal and blue counterspells, with some sort of powerful finisher to clear the board. Which spells and finishers you use can change based on your budget. I am sure some users here can give some more specific ideas once we know what budget you are looking for.

theres a lot of options in those colors. you don't have to netdeck. what archetype do you want to play? theres aggro, midrange, tempo, control, and combo. you need to narrow down what it is you want to do, beyond just the colors.

UB Pickles is fun. Unfortunately most of the Pickles lists I find online are WU and I can't find a list for the version I had fun playing.

Rogues, faeries (without Bitterblossom not sure how good it could be), zombies, control-ish. There’s a bunch of options, but the stricter the budget the less competitive it will probably be. Not necessarily, but most likely.

Is thopter foundry still legal? you could do a version of that or the Urza versions and replace the high dollar cards with control options or the dark depths version.

It depends what angle you want to hit.

If you want to be semi aggressive you are looking at Rogues, Faeries, Ninjas, flash or similar. Maybe UB Aristocrats?

If you are looking at control then you have options but they might not align well with the format. You could do a mystical teaching tron type deck. You can have a more basic midrange deck with Tasigur as its main beatstick. You can play a good stuff pile of control cards and walkers using thopter foundry.

For combo you don't really have any options that is consistant. Maybe a weird Days Undoing/Narset lock deck or Reanimator?

I typically use a ~$50 budget, not including cards I own. This allows me to pick up some new staples every couple decks, which makes future deckbuilding easier.

That said, it really depends on your playstyle. There's Control, Delve, rogues(with ZNR it'll be fun), some combo decks(that I used to play), you can run bad Dredge, zombies aren't bad, fae are okay but they really want blossom, or you can just brew.

you could try a flash deck. the idea is that everything is playable at instant speed. hold up mana for counter spells, then play a creature during your opponents end step if they have nothing worth countering.

If you pack enough hand disruption turns 1-3, budget doesn't matter too much. Black/blue offers a lot of that, with Mana Leak/Duress effects cheap both in CMC and price. Sure, running Tragic Slip is worse than push, but you can still trade 1-for-1 with most decks in black and blue.

Bident of Thassa/Curious Obsession unblockable is a versatile list, where you play Changeling Outcast, the unblockable merfolk and disruption. You can tune it based on the amount and type of disruption you run, and because the decklist isn't set your opponent has no idea what kind of clock you are on.

Holy crap guys... I appreciate how much help I'm getting on this thread. The budget is around $50-$75. I really like the idea of ninjas and I have a lot of them laying around that might be really useful. Faeries seem to be a pretty consistent option as well.

Pickles are tasty goodness you put on burgers and pastrami.

On a 50-70 budget, I reccomend focussing spending on lands. Your spell selection will be good so working around that with a card advantage tribe like ninjas is a solid plan.

River of Tears is cheap and modern legal, and it lets you t1 duress, t2 mana leak, or t1 Changeling Outcast, t2 Ingenious Infiltrator/Ninja of the Deep Hours/Walker of Secret Ways.

U/B has Sunken Ruins which fixes a lot of problems with budget manabases. It can have trouble in a deck with checklands, but still works good when you upgrade, which checklands don't- grab checks and painlands if you are gonna stay budget, or filters and shocks if you are gonna look to upgrade eventually.

Card advantage from ninjas also helps smooth out draws, while 1-1 trading with counterspells/hand pruning gets value and limits threats. Exactly how you balance those things is a meta call- just make sure you have answers for those turns 1-2 creatures and you'll do great - even if its just Unsummon.
