This was my first legit modern deck. I built U/G infect prior to this, but then i found out stuff like preordain and ponder were banned...oops. Regardless, I had one week and little money before an upcoming modern tourney at an LGS near my own. My friend and I brainstormed possible ideas for a "budget" deck and we eventually settled on this.
We knew it would be able to hold it's own, but lacking key pieces like Dark Confidant, Liliana of the Veil and Ensnaring Bridge. As well as some must includes like Inquisition of Kozilek & Thoughtseize. This lead us to believe it was not quite up to tier.
Instead, it turned out to be a rogue deck, and dusted everyone in the 15 man elimination leading me to be the owner of my very own Lily of the veil.
So now I play modern..
The deck cost me only $35 in singles to buy, bearing in mind, I already had some of the cards. However, all in all, this version was still quite cost effective.

Run down: Good 'ol hand control.Cast cheap spells that discard your opponents hand. If they dont have it in hand, they cant play it right?
Usually you don't have a hand, so Ensnaring Bridge is excellent, however it's budget, so we control the board with sac spells and some spot removal.
Beyond that there isn't much to it.
