I wanted to build a Halloween themed deck for my favorite season of the year! I thought witches and curses sounded cool, so I went with it.
Noticing that Bitterheart Witch has deathtouch (and she can help me bust out some curses) I prioritized creatures with deathtouch to slow things down in terms of combat damage until I can get out some of my curses. Then I got to thinking about Wither, which is an ability that has always sounded interesting to me (also, the Lorwyn-Shadowmoor block is my favorite from a flavor standpoint, and I missed it when the cards first came out!)
Long story short, all of the cards fit in with the theme of cursing the other player (and his/her creatures) and defending myself with chump blockers while I whittle away at their health and happiness.
Cool synergies I'm thinking of:

Necroskitter + Scar + ____ creature with deathtouch = opponents creatures come under my control.
Terminate would negate Necroskitter's ability (in my understanding), so I'd save that for creatures I didn't care about, or in instances where just destroying the creature was worth it.

Bitterheart Witch as a chump blocker whose sole purpose is to die, or just kill her myself and get more curses out. I was thinking how awesome it would be if I could use Scar on her and bring her back with Necroskitter, but alas, Necro's ability only applies to opponents' creatures.

Curse of Misfortunes + Cruel Reality to get a massive and painful curse out before turn 7, and hopefully control the game from then on out.

Curses are expensive from a mana standpoint! Curse of Stalked Prey and Curse of the Pierced Heart would be a way to get some curses out early and start withering away. Then, when Curse of Thirst comes out, damage starts compounding. One thought I had is including Curse of the Nightly Hunt instead of Curse of Stalked Prey to force the opponents creatures to attack my deathtouch chump blockers, but I like that Stalked Prey is a bit cheaper.

Ruthless Ripper as a chump blocker, then cast Bone Picker (for one black mana) to get a 3/2 flying deathtouch bad boy out and ready to rock. If I have the opportunity, morph Ruthless Ripper to deal damage, then get a deathtouch chump blocker.

Anything with wither (Midnight Banshee, Necroskitter, Stigma Lasher) just makes the opponents life a pain, as I've always hated weakening or killing my creatures by attacking while the opponent sits back with his/her hands laced behind his/her head.

Last but not least, swing with Stigma Lasher to get rid of all capability for lifegain throughout the rest of the game. I love the curse text on him as well.
Disclaimer: I am not an expert deck builder and would love feedback. I'd love to keep this deck around $50, but competitive enough that I can beat my friends at the tabletop or win a few games on a Friday night. Anything in or out of the deck is fair game so long as it doesn't break the bank (<$50 to $60 total)
I would love to keep the curse/wither/deathtouch flavor as well, given that, for me, Magic is about having fun and getting into the role-playing/thematic stuff. Not trying to become the best player of all time :)
