This deck has worked quite well for me since Return to Ravnica first came out. I've never tried building a blue/red deck before, so this was a nice surprise when I was winning matches and tournaments.

Now I need to mention, with the budget I have being in a private University, this is what I can afford and that whatever cards are suggested that really would help I will obtain in due time, not right away. For example, I'm TRYING to get 4x Snapcaster Mage for this Izzet deck because they would help out incredibly.

This deck has a lot of instant/sorcery spells as well as creatures whos effects really work out with the spells (example Delver of Secrets). It also has a decent amount of counter spells to keep people guessing and careful with what they play.

I run four Planeswalkers (as you can see where the cards are listed) that help the deck go off better.

Two cards that I haven't seen in other Izzet decks that I have in mine are Temporal Mastery. I use them because extra turns are always nice. That being said, it's a pain the balls if they're not the first card you draw =(

I keep the creature count to a low amount and only those that can really benefit from instant/sorcery spells.

Also, I really don't know what to put in a sideboard....any suggestions for that would be wonderful.
