I've thought about Triassic Egg and honestly, what do I need it for in the deck? I don't have any expensive dinosaurs or any that I really want to keep on the battlefield at any cost. I can already return the deathtoucher. Also, it's really slow, I'd rather drop the Dingus Egg at 4 and then use the mana not for laying counters on my egg but instead destroying the enemies lands.
Another thing is the Pygmy Allosaurus, why would I "waste" space in the sideboard for a card that only has a use against black decks? Also I think the Pangosaur is more important as it works really well against stompy decks that don't run that many lands, while stompy decks are also more of a threat to this deck due to their faster aggro than black ones. I think I have enough of an answer to black with Lava Runner.

Is Amnesia well-known? Mega-discard in blue. Telemin Performance and Helm of Obedience are similar cards that can be fun. Surely Ice Cauldron belongs here. Cast Through Time, Reincarnation, Triassic Egg, Cabal Interrogator, Adarkar Valkyrie, Pentarch Paladin, Pulsemage Advocate.
Some of these probably don't belong here, I'll throw them all out here and see what others think.

First off, I would like to add that I enjoy seeing Scion decks that are not Hermit Druid combos. I feel like they're more fun and only slightly less competitive.
Now to the real advice. You said that you want the main focus being the + combo. I assume this is the reason for all of the "Enter the Battlefield" effects on the dragons (for they do not trigger when Scion "becomes" them). I see two ways of going about getting your combo. You run 5 colors. You could run every tutor (here's a list of 100) known to man to get out your combo piece(s). You could even run something like Yawgmoth's Will or Eternal Witness to recur them from the graveyard if they get countered.
Before doing this combo, however, you have to make sure you have some kind of win-con on the board. Maybe that's Scourge of Valkas or Bogardan Hellkite just hitting people with direct damage or Karrthus, Tyrant of Jund and Bladewing the Risen after you've dumped all of your other dragons into the graveyard to recur them and swing for lethal. Whatever the case, it calls for some other dragons already being on the battlefield before you begin the combo. And I realize that it's hard to get enough mana to really make an explosive turn. This is why you include things to cheat your dragons into play. These include: Elvish Piper, Quicksilver Amulet, Belbe's Portal, Cryptic Gateway, Dragon Arch, Triassic Egg, etc.
The next hardest thing is protecting your combo. This will probably be the hardest. Counterspells and spells that destroy things are likely to be in one of the other three (or more) players' hands. To counter that, you can either run counterspells or recursion. Some easy counterspells would be Force of Will, Misdirection, Counterspell so that you don't really need much mana open. Recursion looks like Yawgmoth's Will, Eternal Witness, Argivian Find, Skull of Orm. However, if you're running more than one "Animate Dead", which I see you are, I would personally just tutor for another and try again before running too much recursion for it.
As for "Wrath" effects, some good ones are Merciless Eviction (not a lot can get past mass exile plus it has options), Crux of Fate, Black Sun's Zenith (can take care of indestructible and hexproof creatures), etc.
Ramp is necessary to get Scion out. The cycle of Signets (there are 10 of them) are really good. Look into Channel the Suns, Lotus Petal, etc. As for number of lands, personally I run 36 lands with all of the artifact ramp I have. I hardly ever have an issue getting Scion out on turns 2-4.
As a last note, make sure you're ready to explain the actually combo and how it works on the stack to other people so they don't get confused!
