Oh... Hello there. I just want to talk about some experiences with new cards and some returned creatures. Obviously counting with my playgroup as experience.
First of all, I want to talk about how Cavern-Hoard Dragon is absurd. However the original CMC be like 9 mana, it's incredible how easy and powerfull it can be casted in early or midgame, depending of your opponents of course. Can be another ramp source and damage dealer with Old Gnawbone and Ancient Copper Dragon. In my case, I switched Immersturm Predator for it, because Predator hardly can take care of your battlefield without a creature, or even if your oponent manages to protect their target card in graveyard.
Another change that was added is Last March of the Ents. Almost all dragons have toughness around 4 or more. And this spell was like a finisher, because it cannot be negated, and if you have only a dragon 4/4, it will draw 4 cards for you and drop any number of creatures from your hand to battlefield. It's absolutely insane. I changed O-Kagachi, Vengeful Kami for this. I feel this dragon still powerfull, but it's just a target of Tiamat effect, and now we have new powerfull choices to use. Not to mention the need to have haste to give O-Kagachi full potention.
Well, another choices to add or remove that I did: Thrakkus the Butcher -> Klauth, Unrivaled Ancient (Thrakkus was realy unneeded, because swing with my dragons basically end games, just with their original powers. Klauth provides mana correction and ramp based in my dragon's attacks) Greater Good -> Ancient Gold Dragon (This change was more a test than anything, but AGD provides a good sinergy with Last March of Ents, Scourge of Valkas, Terror of Peaks, and creates good blockers. I realy liked the change).
Mana base: I use now all the fetch lands, shock, some triomas and some goodstuffs to ramp and filter cards in the deck.
Maybe, just maybe... Delighted Halfling? Just thinking...
Well, this is just a report of tests and changes in my deck, because is very similar of yours. I want to know how is your opinion about, and what think could be useful or not to us, the biggest dragon deck users of TappedOut hahaha And I want to contribute more here, so that's it... See ya

I don't have any experience with Historic, but could Shambling Ghast get in here? As a Zombie that begs to be sacrificed, it feels like it would fit in well.
I would also recommend at least one more Ghoulish Procession and a couple more sac outlets--maybe Bontu the Glorified or Immersturm Predator?

I noticed that you are playing some of the fetches, Nesting Dragon could be worth looking at as its always fun to be rewarded for playing lands. This card also gives you pseudo board wipe protection as when the eggs get destroyed they still hatch. If you are interested I’d cut Immersturm Predator for it

There are better removal options in Standard than Roil Eruption and Baleful Mastery. Infernal Grasp and Voltage Surge are probably the two best options, though Soul Shatter does well against Jeskai and Play with Fire isn't bad. Additionally, you need to be running 4x Fable of the Mirror-Breaker Flip simply because you are in red. Manabase could use some work too, but I think you just hadn't gotten that far yet. Hive of the Eye Tyrant is an obvious choice, Field of Ruin (especially multiple copies) can punish tri-color decks that forget to include basics and help you remove troublesome manlands. A sacrifice-like deck like this will always benefit from Immersturm Predator, which is very strong. Probably trim on removal and/or sacrifice targets for him.

I appreciate the creativity, and there are certainly a few suggestions I could present. But first, I think it is most important to address your choice of Commander.
Niv-Mizzet Reborn is absolutely not the right Commander for this deck. And I don't mean to say that all 5-color Dragon tribal decks should have The Ur-Dragon at the helm (though, that would be a great choice, just sayin'). My reason is simple: you don't have enough color pair cards on the list for 'Ol Nivvy to be useful. Like, at all. Even as part of the 99.
Now, you could fix that by adding spells such as Terminate, Abrupt Decay, Diabolic Vision, Faeburrow Elder, Render Silent, Anguished Unmaking, etc etc etc... Not to mention that you only have 8 color pair dragons in the deck, and 5 of them are Gruul (meaning, first of all, that the most amount of dragons you could snatch with Niv would be 3 and the chances of doing so are astronomical, and secondly that if you revealed 3 or more dragons by some dumb luck they're more likely to all be Gruul than any other combination, meaning you'd only get to keep one).
The thing is, you'd have to add a helluva lot of cards to make Niv palatable for this deck, and that would mean basically overhauling the entire deck. A much easier task would be to just simply change the commander.
As for general suggestions, I think you can use some Haste enablers. Dragon Tempest, Temur Ascendancy, Dragonlord Kolaghan and Sarkhan Vol come readily to mind, but there are a ton of other choices, such as Rhythm of the Wild, Fires of Yavimaya and Samut, Tyrant Smasher.
As for your question about better low-mana dragons, understand that there really aren't many good ones below MV4. I mean, they're dragons. What do you expect? However, here's a few of the better ones that aren't an arm and a leg:
Again, if you're going for a genuinely low curve dragon deck, you're going to be disappointed. It just really can't be done.
And finally, Lathliss, Dragon Queen is quite upset that she wasn't included.

You just brought Kiki-Twin into standard. Four cards, three of which are hard to play in the same deck, is a lot, but the result is powerful, obviously.
Some thoughs: Reflection of Kiki-Jiki should have a MV of zero, so the number of vampires basically doesn't matter.
As the deck might have quite a few lehends, Mirror Box looks useful.
As you'd be playing Magda, as well, this could actually be a pretty cool Maskwood Nexus deck.
In BR, Immersturm Predator would be a fine beatstick, and you'd even have access to a tutor in Varragoth, Bloodsky Sire.
