I've been playing magic for roughly 7 years at the time of writing this, just on the heels of the Rise of the Eldrazi's release. I remember when my group of friends from high school went into the local Walmart, bought 6 Deck Builder's Toolkits, and built our first decks. A year or so later, after we were confident enough that we understand the basics, we built decks that didn't totally suck and went to our first FNM; and there it was. Sitting innocently behind the counter, a box half emptied, from a set I'd never even heard of: Unhinged. The price was a bit much compared to the standard $3 I'd grown used to, but I knew I had to see what it was about.

Frankie Peanuts
is the embodiment of two of the things I love most in life: Playing magic with my friends and mildly annoying them.
Now I'll be Frank with you, this deck doesn't win. It does however, have a free drink combo, and I think that's just swell. Lemme break it down for ya.
- Have R&D's secret lair on the field.
- Use
Ashnod's Coupon
on a player.
Now they have to get you a drink, and you don't have to pay them for the cost! VALUE
there's also the
Mox Lotus
and Gleemax combo, where you basically just play in god mode for the rest of the game until someone pulls untargeted artifact removal, which is fun, just not free drink fun.
as for the un-un-cards:
Strionic Resonator lets you use Frankie's ability twice, which can be fun! As an example, you could first ask "Will you answer the next question I ask you Yes?" and if they respond No, you could then ask "Will you block any of my creatures this turn?" from the Stronic Resonator trigger, assuring they have to respond No, giving you a free attack. And if they instead say Yes to the first question, you could extort them for cards or money. That said, they can just scoop instead, but hey win/win! Do note that no effect in Magic can force a player to concede. You can force a player to say they concede using this strategy, but it won't count as anything more then abiding by the cards rules, not actual conceding.
Loxodon Gatekeeper
& Ghostly Prison are there to keep people off your case a bit.
Council Guardian
, Custodi Squire & Council's Judgment are for thematic reasons (asking people questions and what not) more then their actual effects, but Council's Judgement actually can be useful as a political tool.

, Hallowed Burial & Aven Mindcensor are all specifically hate cards for some of the most common problems in EDH (aggressive tutoring, mas land destruction and reanimator)

Swiftfoot Boots, Lightning Greaves & Reliquary Tower are uh...pretty obvious.
oh, and Mother of Runes. She's good. That's it.
All in all, this deck is probably the dumbest thing I've ever even thought about building, and I can already tell many of the guys at my LGS will hate me for it, if not outright refuse to play it. But those buddies I was talking about up top? God they'll love it. And thats what EDH is about for me, hanging out and doing dumb shit with my buds.
