Magistrate's Scepter is, frankly, awful. I have only seen it in 2 decks; an Atraxa charge counters theme deck, and a Chisei, Heart of Oceans meme deck (that happened to be running Giant Fan with the table's consent for silver-border). Don't let that stop you from running it if you want, but you have to jump through a lot of hoops to get more than one or two turns at most.

The Giant Fan wouldn't move an energy counter from a player onto the Voltaic Brawler, it would move any counter from any other permanent onto that creature, which would then turn into an energy counter, as that's what the printed text on the card refers to.

I would argue that you couldn't use Giant Fan to put an energy counter on Voltaic Brawler, simply because its oracle text says to move the counter "from one permanent to another." Energy counters are on players, and players aren't permanents.

AS of right now, there is no way for cards to gain counters that should be on players in black-border land.

I'm pretty sure this is only relevant to silver-bordered games ATM, and I'm also pretty sure the answer is no. But anyway.

If I control a Voltaic Brawler and move a charge counter onto it with a Giant Fan, would I be able to pay for its triggered ability if the only charge counter in play at that time is sitting on that creature?
