I haven't been able to find a single dredge deck cheaper than this one, and it is still highly effective.

To play it, you want to mulligan down until you have at least 1 blue land and a Tome Scour or an Otherworldly Gaze, you want to play this on your first turn. Do not worry about going all the way down to 2 cards if necessary, your main priority is getting dredge cards into your graveyard as soon as possible. Another acceptable first hand, but much less effective would be 1 black land and a Darkblast.

Once you have some dredge abilities into your graveyard, you can start the cycle. Use dredge to get more cards in your graveyard. Narcomoeba will come onto the field automatically when milled, bringing Prized Amalgam with it. Creeping Chill will bring out your Silversmote Ghoul. Haunted Dead will help you put the dredged cards in your hand back into the graveyard.

With these cards combined, you will likely be doing a decent amount of damage, but the end goal is to get out an Extractor Demon or two and swing for lethal. I have found this deck can win consistently by turn 4 if you are able to get Tome Scour or Otherworldly Gaze out first turn.

If you are willing to spend a little more on the deck, some Hedron Crabs would be fantastic in this deck. I would replace Otherworldly Gaze with the crabs. Gravecrawler or even Bloodghast would work quite well too, As would Street Wraith. If you're willing to spend even more, I would also splash red with some shock lands and fetch lands to add in Conflagrate then replace Extractor Demon with Ox of Agonas.
