Charge counters have always been interesting part of MTG history. They are counters you put on noncreature artifacts, much like you would put +1/+1 counters on creatures. While those counters give creatures more attacking power, charge counters are used to influence abilities. Throughout the history of magic, ways have developed to generate more charge counters, and even move them between artifacts. This allows for a lot of cool combos with cards that take a lot of work to make counters, but do powerful things with them.
This is especially shown in the newest set, Core 2019. This set welcomed the Mercadian Masques staple
Magistrate's Scepter
into the Modern format. This card is extremely powerful, as only for three counters, you can get an extra turn!
Basically, the best way to win is to find a way to get 3 charge counters each turn to get infinite turns. To help us is

work with charge counters, to generate a whole bunch.
